A year ago, US Vice President JD Vance came to Munich and&nbsp;<a href=\"https:\/\/securityconference.org\/assets\/user_upload\/MSC_Speeches_2025_Vol2_Ansicht.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">delivered<\/a>&nbsp;an unvarnished&nbsp;\u201cAmerica First\u201d&nbsp;message. Since then, the allies have fought over everything from tariffs to territory,&nbsp;with tech policy thrown in for good measure.&nbsp;&nbsp;<\/p>\n<p>European leaders started with&nbsp;accommodation.&nbsp;They&nbsp;<a href=\"https:\/\/commission.europa.eu\/topics\/trade\/eu-us-trade-deal_en\" target=\"_blank\" rel=\"noreferrer noopener\">struck a trade deal<\/a>, accepting stiff American duties.&nbsp;But as Washington continued&nbsp;to demand more concessions, European attitudes are hardening.&nbsp;A&nbsp;strong&nbsp;\u201cEurope First\u201d&nbsp;flavor&nbsp;wafts over&nbsp;Munich.&nbsp;<\/p>\n<p>The&nbsp;conference&nbsp;agenda is packed with events focused on technology and technology policy. Sovereignty and resilience pop&nbsp;up in panel titles. Speakers will address how Europe can manage on its own.&nbsp;&nbsp;European leaders are&nbsp;<a href=\"https:\/\/www.brusselstimes.com\/eu-affairs\/1966700\/belgian-pm-de-wever-hosts-eu-leaders-for-industry-talks-in-flemish-castle\" target=\"_blank\" rel=\"noreferrer noopener\">meeting<\/a>&nbsp;this week in a Belgian castle to discuss a \u201cBuy European\u201d plan. They are&nbsp;<a href=\"https:\/\/policy.trade.ec.europa.eu\/eu-trade-relationships-country-and-region\/negotiations-and-agreements_en\" target=\"_blank\" rel=\"noreferrer noopener\">signing trade deals<\/a>&nbsp;with mid-sized powers. And they are determined to resist US pressure to dilute their strong tech regulations.&nbsp;<\/p>\n<p>Secretary of State Marco Rubio will lead the US delegation to Munich. Vice Presidents are the traditional choice.&nbsp;Rubio arrives as&nbsp;European views of the US are&nbsp;<a href=\"https:\/\/www.wsj.com\/world\/how-america-first-risks-becoming-america-alone-6592701a?mod=e2fb&amp;fbclid=IwY2xjawP6gINleHRuA2FlbQIxMABicmlkETFEZmlzSGdPQ2RMaGJzYkNxc3J0YwZhcHBfaWQQMjIyMDM5MTc4ODIwMDg5MgABHhJu6BjDk4JlIuH3jU1D5UTn70JPT3dBh_ocHbWsf2A0ZlPfqtpxB8B3KJ6Z_aem_f_h3QApanEM_dwYtV_zr7w\" target=\"_blank\" rel=\"noreferrer noopener\">hardening.<\/a>&nbsp;The&nbsp;number of British people&nbsp;who view the&nbsp;US unfavorably has&nbsp;<a href=\"https:\/\/yougov.co.uk\/politics\/articles\/53913-where-do-britons-stand-on-europes-relationship-with-the-usa\">doubled<\/a> in the past two years to 64%.&nbsp;In Germany,&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/europes-far-right-populists-distance-themselves-trump-over-greenland-2026-01-21\/\" target=\"_blank\" rel=\"noreferrer noopener\">71% now view the US as an \u201cadversary<\/a>,\u201d&nbsp;and&nbsp;across Europe,&nbsp;<a href=\"https:\/\/ecfr.eu\/publication\/the-european-archipelago-building-bridges-in-a-post-western-europe\/\" target=\"_blank\" rel=\"noreferrer noopener\">just 16% view the US as an ally<\/a>.&nbsp;&nbsp;<\/p>\n<p>The tensions have spilled over into disputes over tech policy.&nbsp;European regulations&nbsp;remain&nbsp;toxic in Washington and in Silicon Valley, where they are perceived as punitive for American companies, too lax on China, and&nbsp;\u2014&nbsp;in some quarters \u2014&nbsp;a challenge to free speech.&nbsp;Washington&nbsp;attacks Europe\u2019s Digital Services Act as \u201ccensorship\u201d and the Digital Markets Act as targeting US tech platforms.&nbsp;&nbsp;<\/p>\n<p>Europeans disagree and look unlikely to dilute their regulations to please Americans. European Commissioner Henna Virkkunen&nbsp;<a href=\"https:\/\/www.euronews.com\/my-europe\/2026\/01\/27\/eu-commissioner-virkkunen-urges-us-to-respect-eu-digital-rules\" target=\"_blank\" rel=\"noreferrer noopener\">says<\/a>&nbsp;the EU laws are democratically decided and aimed at protecting citizens from online risks such as terrorist content and child sexual abuse.&nbsp;She vows to continue issuing fines and warnings against US tech firms.&nbsp;<\/p>\n<p>Europe is also moving fast to diversify trade&nbsp;\u2014&nbsp;including with China.&nbsp;In recent weeks,&nbsp;the leaders of&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/news\/prime-minister-to-promise-a-consistent-pragmatic-partnership-with-china-to-make-uk-better-off\" target=\"_blank\" rel=\"noreferrer noopener\">Britain<\/a>,&nbsp;<a href=\"https:\/\/www.ireland.ie\/en\/china\/beijing\/news-and-events\/news-archive\/visit-of-an-taoiseach-miche%C3%A1l-martin-to-china\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ireland<\/a>,&nbsp;and&nbsp;<a href=\"https:\/\/valtioneuvosto.fi\/en\/-\/prime-minister-orpo-to-meet-with-chinese-leadership-in-beijing\" target=\"_blank\" rel=\"noreferrer noopener\">Finland<\/a>&nbsp;have travelled to Beijing, with Germany\u2019s chancellor&nbsp;expected&nbsp;<a href=\"https:\/\/www.gmfus.org\/news\/watching-china-europe-january-2026#:~:text=The%20coming%20months%20will%20provide,China%20for%20critical%20raw%20materials.\" target=\"_blank\" rel=\"noreferrer noopener\">to follow<\/a>&nbsp;next month.&nbsp;The European Commission&nbsp;<a href=\"https:\/\/policy.trade.ec.europa.eu\/eu-trade-relationships-country-and-region\/countries-and-regions\/mercosur\/eu-mercosur-agreement_en\" target=\"_blank\" rel=\"noreferrer noopener\">approved<\/a>&nbsp;the largest-ever trade agreement with Mercosur and just&nbsp;<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_26_184\" target=\"_blank\" rel=\"noreferrer noopener\">penned<\/a>&nbsp;another massive deal with India. The&nbsp;relationship between the&nbsp;United Kingdom and the EU has thawed from frosty to lukewarm.&nbsp;&nbsp;\u201cMiddle powers\u201d are&nbsp;attempting&nbsp;to work&nbsp;together&nbsp;to form an alternative pillar in world affairs, as Canadian Prime Minister Mark Carney&nbsp;<a href=\"https:\/\/www.weforum.org\/stories\/2026\/01\/davos-2026-special-address-by-mark-carney-prime-minister-of-canada\/\" target=\"_blank\" rel=\"noreferrer noopener\">suggested<\/a>&nbsp;in Davos.&nbsp;<\/p>\n<div id class=\"not-prose\" data-block=\"newsletter\">\n<div class=\"container flex flex-col gap-[16px] items-center text-center\">\n<p> Get the Latest <\/p>\n<p> Sign up to receive regular emails and stay informed about CEPA&#8217;s work. <\/p>\n<\/p><\/div>\n<\/div>\n<p>Practical limitations&nbsp;exist&nbsp;to&nbsp;such a strategy. Attempts to replace&nbsp;American, non-European tech, software, hardware,&nbsp;and services&nbsp;could&nbsp;cost&nbsp;<a href=\"https:\/\/cepa.org\/article\/digital-sovereignty-can-europe-afford-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">between \u20ac3 and \u20ac5 trillion<\/a>,&nbsp;without any&nbsp;guarantee of success. Europe cannot afford&nbsp;such a bill.\u202f<\/p>\n<p>Another debate centers on whether to back a \u201cBuy European\u201d&nbsp;strategy designed to reduce dependency on US&nbsp;tech.&nbsp;&nbsp;French&nbsp;President&nbsp;Emmanuel&nbsp;Macron&nbsp;has been vocal in recent days about Europe\u2019s need to stand up for itself&nbsp;and apply European preferences to certain strategic sectors.&nbsp;It\u2019s&nbsp;a call for a return to France\u2019s industrial policy roots, arguing that if the US can be transactional, well, so too can Europe.&nbsp;&nbsp;&nbsp;<\/p>\n<p>\u201cWe must protect our industry,\u201d&nbsp;&nbsp;Macron&nbsp;<a href=\"https:\/\/www.euronews.com\/my-europe\/2026\/02\/11\/european-preference-is-necessary-but-a-fine-line-to-walk-warns-von-der-leyen\" target=\"_blank\" rel=\"noreferrer noopener\">said.<\/a>&nbsp;\u201cThe Chinese do it, and so do the Americans. Europe is currently the most open market in the world.\u201d&nbsp;<\/p>\n<p>But other European leaders disagree. The Netherlands, the Nordics,&nbsp;and the Baltics argue that the European preference would increase regulatory burdens and scare investors away.&nbsp;\u201cThe basic idea of trying to protect European business, if that is the purpose of Buy European, to try to avoid trading with or partnering with other countries, then I\u2019m very skeptical,\u201d Swedish Prime Minister Ulf Kristersson&nbsp;<a href=\"https:\/\/www.ft.com\/content\/bc7663cd-aa82-457e-8f49-73dc3c712ec4\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;before this week\u2019s European leaders\u2019&nbsp;summit.&nbsp;<\/p>\n<p>Support for transatlantic decoupling diminishes the further one travels east. Countries closest to Russia and to the ongoing war in Ukraine are focused on keeping the US in the&nbsp;\u201csecurity\u201d&nbsp;tent for as long as possible. Everyone acknowledges the need for a more resilient Europe, but the route has not been signed off&nbsp;on.&nbsp;&nbsp;<\/p>\n<p>Europe acknowledges it has a&nbsp;competitiveness&nbsp;problem.&nbsp;It has&nbsp;<a href=\"https:\/\/commission.europa.eu\/topics\/competitiveness\/competitiveness-compass_en\" target=\"_blank\" rel=\"noreferrer noopener\">drawn up plans<\/a>&nbsp;to simplify rules and ramp up the internal&nbsp;market.&nbsp;These&nbsp;changes cannot happen soon enough. For all the conflict, the EU and the US are natural partners on tech,&nbsp;and both sides should continue to seek opportunities for cooperation to&nbsp;maintain&nbsp;independence from China.&nbsp;&nbsp;<\/p>\n<p>US tech leadership would be bolstered by working with&nbsp;its European allies.
