Eberhard Center in downtown Grand Rapids, along with a new, $64.6 million building addition that will become the Blue Dot Lab. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PEDZALOE4REDLCOBBYJZLJ7FDE\">During a committee meeting where the bond was first explained, Gregory Sanial, vice president for finance and administration, described it as a \u201croutine occurrence\u201d at GVSU.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HKTVUM4KIZC7DILIG3HBR2OQVI\">But Trustee Ronald Hall, chair of the university\u2019s finance and audit committee, said prior to unanimously approving the bond that \u201cwe know this is a lot of money and a really huge project.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QOJCOABGWNF4DHAHF22JSYDF5Y\">He expressed confidence in the university\u2019s ability to take on the debt without issue.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YYJILGCUNNBGTE5U4P26UXDKM4\">The university now has just over <a href=\"https:\/\/www.gvsu.edu\/budgets\/debt-service-obligations-14.htm\" target=\"_blank\" rel title=\"https:\/\/www.gvsu.edu\/budgets\/debt-service-obligations-14.htm\">$184 million in outstanding debt<\/a>, Sanial said, with around $166 million of that in existing bonds. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZFLMBLHOTNFVLPTDIQUTCIVOBA\">After an estimated $14.6 million payment during the 2025-26 school year, the estimated debt remaining will be just over $170 million. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7DJCA6IGXRG7VB3ECMENHG2LO4\">Sanial said GVSU\u2019s \u201chigh-water mark\u201d for total bond debt was just over $260 million in 2020. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CS2UGF3RSJA3JIYXA3S7F2VPU4\">\u201cOur bond debt, when we do this borrowing, will be at a similar level,\u201d he said. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NL5JRMMZFJEHNLGBTIHIRXRN4Y\">Sanial said the university rapidly pays off its debt and will see existing costs related to repayment begin to decline in 2031.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3MVQSZKXGJHNPCE52ILBO2KRXE\">The final maturity date of the new bond is set no later than Dec. 31, 2058. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TEWZWJSR5ZHHJPWVNJQYQ6KNIQ\">Hall said there have been some \u201cinformal concerns\u201d shared with the board by community members who learned about the project plan and its associated cost. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DZE3GXAY35FHLLFSJNY7SQ5ZAM\">For faculty members like Professor Andrew Spear, the bond represents a significant decision that was made without properly consulting the campus community. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WPBH2Y2FOZBHZLHRIEG76NIR2I\">Spear, who\u2019s been teaching at GVSU since 2008 and has chaired the philosophy department since 2023, said the request came as \u201cquite a shock\u201d for some faculty members. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"A3BAYYJK7FEFDIYD7SXKHE5TFM\">He learned about the proposal a week ago, just a single day before the deadline to sign up for public comment at the next board meeting.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3E5ZAQ5SDRCKNGUMDFNBZ3FZLA\">The request is somewhere around $60 or $70 million more than he anticipated the university would spend. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OVPWR4OOEZCG5CMC34QBQMLDPM\">Amy McFarland, director and associate professor of environmental and sustainability studies, said the bond is \u201chighly unethical and immoral and financially unwise for the institution and for our students.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CR6PUADVX5GI3E5BKVRPVQABHY\">In response to faculty concerns, Assistant Vice President of University Communications Chris Knape said the Blue Dot Lab plan has been developed during \u201cyears of discussions that began almost 10 years ago,\u201d and has long been part of the university\u2019s master plan. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XBMIBCF5XRA43GAGBF3RJVDXAM\">He said planning for the lab \u201ccontinues to involve a multidisciplinary group of faculty, students and staff members working alongside our facilities and leadership teams.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XSNIRNM5IZAVZCKYE4IU4F7CX4\">GVSU has shown a recent interest in expanding its tech offerings to keep up with a growing reliance on things like artificial intelligence. New AI degree programs were announced last year. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"S5ILXCZIQJES7F3V5NNOXKHTWE\">University leaders presented the Blue Dot Lab project as the next investment in students, also enabling new community opportunities. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FLSR6EBYFBERDIK2LO72I3EONA\">Karen Ingle, associate vice president for facilities planning, described it as a \u201ctechnology-rich innovation center\u201d with spaces for education, applied research and university enterprises. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GL65TOBJENAB5AJ33DEW53ORDY\">The goal is to expand the number of graduates with deep technical computing, data and AI knowledge, she said. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TQ7477ZP2FBC3OYJSXVJ27QY5E\">When it comes to GVSU\u2019s financial situation, President Philomena Mantella said during a <a href=\"https:\/\/www.mlive.com\/news\/grand-rapids\/2025\/08\/gvsu-positioned-to-weather-federal-funding-uncertainty-under-trump-mantella-says.html\" target=\"_blank\" rel>university address last fall<\/a> that despite a period of higher-education financial uncertainty, GVSU is uniquely positioned to weather the storm, due to the university\u2019s size and funding model. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PSXWVCSHLFA25O236Y7ZEA7OKQ\">Multiple high-ranking leaders, like Mantella, have <a href=\"https:\/\/www.mlive.com\/news\/grand-rapids\/2026\/02\/see-how-much-each-grand-valley-state-university-employee-is-making-this-year.html\" target=\"_blank\" rel title=\"https:\/\/www.mlive.com\/news\/grand-rapids\/2026\/02\/see-how-much-each-grand-valley-state-university-employee-is-making-this-year.html\">received raises in recent years<\/a>, and enrollment is up in 2025-26 from the academic year prior.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4O2ZU4IGJNEMDMSTOIKQVALOUA\">But at the same time, the university has recently lobbied for more state funding, releasing an economic report in October of last year that pointed at <a href=\"https:\/\/www.mlive.com\/news\/grand-rapids\/2025\/10\/gvsu-calls-for-more-state-funding-cites-3b-economic-impact-equal-to-10-super-bowls.html\" target=\"_blank\" rel title=\"https:\/\/www.mlive.com\/news\/grand-rapids\/2025\/10\/gvsu-calls-for-more-state-funding-cites-3b-economic-impact-equal-to-10-super-bowls.html\">$3 billion in annual economic impact<\/a> across the state.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WPGF5ACRKRH4PH2VYJU3O66N74\">And for the 2025-26 academic year, GVSU <a href=\"https:\/\/www.mlive.com\/news\/grand-rapids\/2025\/04\/grand-valley-state-university-approves-47-tuition-increase.html\" target=\"_blank\" rel title=\"https:\/\/www.mlive.com\/news\/grand-rapids\/2025\/04\/grand-valley-state-university-approves-47-tuition-increase.html\">raised its tuition prices<\/a> by 4.7%, the latest in a series of increases bumping up tuition fees by an average of $734 per year.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YCJ2U4BV6JFAHOEF5KOIL35AV4\">McFarland expressed concern that the bond could further drive up student tuition costs, a sentiment that was shared by Brian Deyo, an associate professor of English at GVSU. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HSDWUGP4SFEWNACXGNIEH5J2WI\">\u201cThese are tough times across the board for higher education in the United States,\u201d he said. \u201cIf you are going to go into that much debt \u2026 this is doubling our debt burden \u2026 inevitably it\u2019s going to drive up the price of tuition for students.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3MXYGTO5QRGWVLVLSPB2IUMFPY\">Deyo said it seems unfair that faculty and students haven\u2019t been brought fully into the fold when a majority of GVSU\u2019s operating budget comes from student tuition dollars. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LIKHZRG7Y5HALHTAFX7TJ5IGXY\">\u201cDo students want this?\u201d he asked. \u201cDo they need this? Do students want AI? Are students worried about the climate implications of the building of data centers that support AI?<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RIPSWQJJCREHBFRUITGQD2RVSA\">\u201cThey\u2019re seeing their futures foreclosed,\u201d Deyo said. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JDRK7B3L6VCBFOMQL4QFB5EGFA\">During the meeting, Hall said there\u2019s a \u201cvery careful plan to make sure that the university is not taking more debt than it can manage, and there is a history of the university successfully doing just that.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"C2SRRR4EXBGMPDQTYN6VTO5XN4\">In addition to the bond, GVSU is set to receive <a href=\"https:\/\/www.mlive.com\/news\/grand-rapids\/2023\/12\/state-commits-30m-to-build-grand-valley-state-downtown-grand-rapids-tech-center.html\" target=\"_blank\" rel title=\"https:\/\/www.mlive.com\/news\/grand-rapids\/2023\/12\/state-commits-30m-to-build-grand-valley-state-downtown-grand-rapids-tech-center.html\">$30 million from the state<\/a> for the project, contingent on the Legislature also signing off on the project proposal.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"F3PPCITLBFEHFA4OHK57J4GHIA\">The $166 million project has been split into two segments and each was approved by the board separately, which GVSU leaders explained was to better position the plan to receive state funding. The projects will result in one large building. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"66YXSX2TEJHMLMIO274TP64LLA\">A renovation of the L.V. Eberhard Center, a 160,203-square-foot academic building at 301 West Fulton Street in downtown Grand Rapids, is the more expensive of the two project segments at a cost of $101.4 million.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CGW4A5CECRHL3P4VLHPLANC26Y\">The second portion of the project is the addition of a four-story, 58,247-square-foot Blue Dot Lab adjoining the Eberhard Center, at a cost of $64.6 million.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CI3GX54LVJBYHBQQSHNAP4BRIU\">After the Feb. 6 board approval of the project plans, the goal is to begin construction this May and complete it in August 2028. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KVAHJFIKDRBS5FQ727USDUUAKA\">In addition to the bond cost, several faculty members also expressed concern about the scope of the Blue Dot project on the whole, and how it could benefit \u2013 or leave out \u2013 portions of the campus community.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WQDZ62NA2ZDFZAYQLRMFW357VI\">\u201cBudgets are moral documents that reflect the values and spending priorities of colleges and universities,\u201d Deyo said, expressing concern that the concentrated tech investment leaves out the humanities that helped shape GVSU\u2019s identity as a public regional liberal arts university.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"547QWHVWXVHNDCSTSVBI4A5GLU\">Spear pointed out that money spent on one thing then isn\u2019t spent on another. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3D5OWD3MSREATOSAUFJMYGBTX4\">\u201cTimes are tough for dreamers, right? You\u2019re talking to dreamers here,\u201d he said, gesturing to himself and several other humanities professors who spoke with MLive\/The Grand Rapids Press. \u201cBut what we do with money says something about the values we have and what we value most.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RX42WWX3P5F6TN7A7OOB5YLFKI\">The other primary worry is that most people at the university don\u2019t quite appreciate exactly what Blue Dot is supposed to be, he said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"O2ZOGUHAWJC73NELVTAHDQF3WE\">\u201cIf you\u2019re going to invest this much, what is it we\u2019re doing?\u201d Spear asked. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XOJCW4VLCZDOHEOVBXNC4X4DPA\">He said it appears that the benefit will be primarily to computing and tech students and faculty, \u201cand for everyone else, it\u2019s nothing.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QDLLOCJB2NCHDDVPCG3FNXSP5Q\">\u201cIf we\u2019re going to borrow up to half the cost of our annual budget, just for one small section of the university, is it really worth it?\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"66EWZGDKAFGBJIYU4QFCUHO2FI\">Chris Cirefice, assistant coordinator at GVSU\u2019s Language Resource Center, said he was recently asked by a university dean if he envisioned students primarily located on the Allendale campus being able to use the new Grand Rapids tech hub.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"H4LDUXM73ZH3RKWLRMOO3URGSQ\">\u201cOur response to that was, we see a very slim chance that our students in languages, humanities, CLAS (College of Liberal Arts and Sciences) disciplines &#8230; are able to make it,\u201d he said, describing a 30-to-45 minute commute one way for an hour-long class. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Q7HQ7R472NFJ3LJSNDUNU7DJDI\">Cirefice called the idea of equitable use \u201ca little bit idealistic.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SWBBC7BDKZE7JA4JN44GU2TQ24\">\u201cA lot of the communications about Blue Dot have been specifically around this idea and concept of an ecosystem,\u201d he said. \u201cBlue Dot is a part of that ecosystem downtown, primarily focused on tech and business. What are we doing for the other disciplines, majors, programs, and services on our other campuses?\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JFV4TJFG2RBQ3EECMQSS5SWCGY\">In response, Knape said \u201cas discussed at today\u2019s Board of Trustees meeting, the lab and the renovated L.V. Eberhard Center will include facilities that will enhance digital literacy and career opportunities for all students at the university.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VUBI7AAM4ZGVBG3XD7KROB6ORE\">\u201cWe are proud to deepen our investment in the City Campus in downtown Grand Rapids,\u201d he said. \u201dAnd we continue to make significant investments at our Valley Campus in Allendale. The City and Valley campuses are part of what makes GVSU such a unique higher education experience.&#8221; <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HT5FBF45XNH2LPPNMBHCN4WHSA\">Cirefice, who said he studied technology and computer science along with French and linguistics, expressed concern about the potential for overinvestment in tech.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DJ2GJVBDQRF3PIZOZ2VSBC4OVQ\">\u201cLots of tech people don\u2019t have the soft skills and the critical thinking \u2026 to actually work effectively in the tech industry in the first place,\u201d he said. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GRQOWVPNTBAA3JNKR7T3NAZ55I\">Spear said technology can be a tool. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HUEQ2LVGOBCXTETCRLLQIA5KXQ\">\u201cBut I think there\u2019s great campus concern about the concept of Blue Dot effectively acting as a monolith downtown for a subset of our population, where those resources being put toward that monolith are not being redistributed elsewhere.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JMKH5Q7ECBBNZP2Q7OEN5KM55Q\">He said moving forward, GVSU faculty need to decide \u201cwhat they\u2019re really concerned about and what they really value here.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"F5UKRBCKFZEBJHGSGBETC6J6FQ\">\u201cThe faculty, through its governance and perhaps also through grassroots efforts, needs to speak with a clearer voice,\u201d he said. <\/p>\n<section class=\"_wrapper_1onzu_9 _mlive_1onzu_57\" data-gaid=\"_R_6vh58q_\"><\/section>\n<p><strong><a href=\"https:\/\/blockads.fivefilters.org\"> <\/a><\/strong> <a href=\"https:\/\/blockads.fivefilters.org\/acceptable.html\"> <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>&#8230; build its new Blue Dot <span class=\"match\">technology<\/span> hub.
