class=\"ff-og-image-inserted\"><\/div>\n<p dir=\"ltr\">A new watchdog report is raising concerns that elite American colleges developing advanced technology with military applications have been \u201cinfiltrated\u201d by academics who are card-carrying members of the Chinese Communist Party.<\/p>\n<p dir=\"ltr\">The conservative, nonprofit&nbsp;<a href=\"https:\/\/na01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Famericanaccountabilityfoundation.com%2F&amp;data=05%7C02%7C%7C24b73d211836413a1b6508de63975cb4%7C84df9e7fe9f640afb435aaaaaaaaaaaa%7C1%7C0%7C639057698906943100%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=TdFSWTmwxmfiSsD2PrlQKSUKRPaFmdlKIyBYB9TZt5M%3D&amp;reserved=0\">American Accountability Foundation<\/a> reported it found nearly two dozen Chinese academics working at elite U.S. schools and labs \u201cwho, because of the dual-use threat of their research, close ties to the military research sector in China, and\/or clear ties to the Chinese Communist Party should be expelled from the United States or never be re-admitted.&#8221;<\/p>\n<p dir=\"ltr\">A review by&nbsp;<em>Just the News<\/em> found at least three Chinese academics affiliated with U.S. universities who have been repeatedly described as members of the CCP, and another Chinese scientist tied to an American college who is a leader within another CCP-controlled Chinese political party.<\/p>\n<p dir=\"ltr\">The new report came out the same week it was&nbsp;<a href=\"https:\/\/justthenews.com\/government\/courts-law\/biolabs-california-and-vegas-raided-fbi-both-tied-ccp-linked-fugitive-chinese\">revealed<\/a> that an illegal biolab in California inspected by federal authorities in 2023 and a separate hazardous lab inside a Las Vegas garage searched by the FBI this weekend. Both labs appear tied to a CCP-linked Chinese national who is currently in federal detention awaiting trial for fraud, false statements, and the adulteration of medical devices.<\/p>\n<p dir=\"ltr\">Sen. Ron Johnson, R-Wis., the chairman of the Senate Permanent Subcommittee on Investigation, told <em>Just the News <\/em>that the explosion of the number of Chinese academics on U.S. soil was a direct consequence of the Biden administration&#8217;s open borders policies and its decision to shut down the FBI&#8217;s main counterintelligence program vetting Chinese threats inside U.S. academia.<\/p>\n<p dir=\"ltr\">&#8220;Whenever I read these stories, I think back to the start of the Biden administration, where they canceled the program within the Department of Justice to investigate the theft of U.S. intellectual property and universities,&#8221; Johnson said in an interview on the <em>Just the News, No Noise<\/em> television show.&nbsp;<\/p>\n<h5><strong>&#8220;We need to be fully on guard,&#8221; Johnson says<\/strong><\/h5>\n<p dir=\"ltr\">&#8220;I mean, that&#8217;s where a lot of this intellectual property resides. And so we have to recognize China. They want to be the world superpower. They practice Sun Tzu&#8217;s Art of War, you know, win the war without ever fighting a battle. &#8230; So we need to be fully on guard.&#8221;<\/p>\n<p dir=\"ltr\">Johnson suggested American universities overlook the potential threat of Chinese academics for pure reasons of profit.<\/p>\n<p dir=\"ltr\">&#8220;The problem is the universities. They have just an insatiable appetite for more money, whether it&#8217;s from the federal government, whether it&#8217;s from the Chinese, wherever, they just want more and more and more money,&#8221; he said. Most Chinese students pay universities higher &#8220;out-of-state&#8221; tuition, further incentivizing universities to funnel Chinese students into the U.S.<\/p>\n<p dir=\"ltr\">&#8220;And along the way, they&#8217;ve accepted money from the Chinese Communist Party. They&#8217;ve allowed Chinese students in there and allowed them to steal intellectual property right under their nose,&#8221; he added.<\/p>\n<p dir=\"ltr\">The AAF report revealed that multiple Chinese students now at U.S. universities had been members of the CCP, including holding leadership positions inside the local CCP branches of their Chinese universities.<\/p>\n<p dir=\"ltr\">The CCP, a Marxist-Leninist party, won the Chinese civil war under the leadership of Mao Zedong, who ruled the country as a brutal dictator after establishing the People\u2019s Republic of China in 1949. The CCP currently maintains a firm grip on control in China and is led by Chinese strongman Xi Jinping.<\/p>\n<p dir=\"ltr\">Also named in the AAF report was a Chinese scientist who had worked at an American university and who had been a leader within the CCP-controlled China Democratic League (CDL).<\/p>\n<p dir=\"ltr\">The CIA&nbsp;<a href=\"https:\/\/www.cia.gov\/readingroom\/docs\/CIA-RDP78-00915R000600210003-9.pdf\">assessed<\/a> in 1957 that the CDL has \u201cplayed a leading role under the CCP\u201d in the Chinese government, and argued that \u201cthere is little if anything to distinguish between the doctrines of the CDL and CCP.\u201d The CIA said that the CDL \u201cis believed to serve clandestinely the interests of the Chinese Communists in some areas where diplomatic representation is not established and where Communist activities as such would meet with local government opposition.\u201d<\/p>\n<h5><strong>\u201cUnited Front-Affiliated Organization\u201d<\/strong><\/h5>\n<p dir=\"ltr\">The U.S. China Economic and Security Review Commission in 2018&nbsp;<a href=\"https:\/\/docs.google.com\/document\/d\/1VZ26pOQYA03znpnX-8_Vo6_BhCZnDSvugY6sLw1lZfI\/edit?tab=t.0\">assessed<\/a> that the CDL was a \u201cUnited Front-Affiliated Organization.\u201d The House Select Committee on the CCP&nbsp;<a href=\"https:\/\/chinaselectcommittee.house.gov\/sites\/evo-subsites\/selectcommitteeontheccp.house.gov\/files\/evo-media-document\/uf-101-memo-final-pdf-version.pdf\">said<\/a> that \u201cUnited Front work is a unique blend of engagement, influence activities, and intelligence operations that the CCP uses to shape its political environment, including to influence other countries\u2019 policy toward the PRC and to gain access to advanced foreign technology.\u201d<\/p>\n<p dir=\"ltr\">The CCP State Council&nbsp;<a href=\"https:\/\/english.www.gov.cn\/statecouncil\/sunchunlan\/202106\/03\/content_WS60b80ba1c6d0df57f98da9fc.html\">praised<\/a> the CDL in a 2021 press release, with top CCP officials congratulating the CDL and the State Council saying that \u201cthe CDL has made important contributions to the great cause of China&#8217;s revolution, development, and reform, as well as the development of the united front work and the cause of multiparty cooperation.\u201d<\/p>\n<p dir=\"ltr\">The AAF report also highlighted one of the Chinese student\u2019s praise for former CCP leader Deng Xiaoping and current CCP leader Xi Jinping, and pointed out that another Chinese scientist now at a U.S. university underwent a Marxist training program prior to coming to the United States.<\/p>\n<p dir=\"ltr\">The American colleges in question include Harvard University, Carnegie Mellon University, Indiana University, and Brown University.<\/p>\n<p dir=\"ltr\">Neither the Chinese academics in question nor the U.S. schools they are affiliated with responded to emailed requests for comment from&nbsp;<em>Just the News<\/em>.<\/p>\n<h5><strong>\u201cRemembering Party History, Loving My China&#8221;<\/strong><\/h5>\n<p dir=\"ltr\">The AAF report alleged that \u201cQianying Cao, a postdoctoral research assistant at a Brown University mathematics lab funded by multiple military services, led the CCP chapter on her campus in China.\u201d The watchdog insisted that \u201cthe threat is clear and obvious.\u201d<\/p>\n<p dir=\"ltr\">Cao is&nbsp;<a href=\"https:\/\/appliedmath.brown.edu\/people\/qianying-cao\">listed<\/a> as a postdoctoral research associate in the applied mathematics department at Brown University. Neither Cao nor the school responded to emailed requests for comment from&nbsp;<em>Just the News<\/em>.<\/p>\n<p dir=\"ltr\">Cao\u2019s LinkedIn&nbsp;<a href=\"https:\/\/www.linkedin.com\/in\/qianying-cao-902085265\/\">lists her<\/a> as receiving her PhD at the Ocean University of China and as a postdoctoral researcher at the Dalian University of Technology.<\/p>\n<h5><strong>Connections with Chinese national defense apparatus<\/strong><\/h5>\n<p dir=\"ltr\">Dalian University<strong> <\/strong>is&nbsp;<a href=\"https:\/\/cset.georgetown.edu\/wp-content\/uploads\/CSET-Universities-and-the-Chinese-Defense-Technology-Workforce.pdf\">listed<\/a> among the \u201cChinese Universities with the Most 2019 Graduates Employed by Major Defense Companies\u201d by Georgetown University\u2019s Center for Security and Emerging Technology. The center added: \u201cThe Dalian University of Technology in 2004 jointly established the National Defense Education College with the Shenyang Military Region (now the Northern Theater Command) to \u2018cultivate new military talents for national defense.\u2019 The project included hiring PLA generals as faculty members at the university.\u201d<\/p>\n<p dir=\"ltr\">Dalian is on the Pentagon\u2019s&nbsp;national security <a href=\"https:\/\/basicresearch.defense.gov\/Portals\/61\/Documents\/Academic%20Research%20Security%20Page\/FY24%20Section%201286%20List%20for%20public%20release_V2.pdf?ver=KqtK4tL1wLDoUwe2yxWHSw%3D%3D\">blacklist<\/a> of foreign entities that the War Department considers to be engaged in &#8220;problematic activity,&#8221; as is Ocean University.<\/p>\n<p dir=\"ltr\">The Ocean University website also&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20251112160534\/https:\/\/coe.ouc.edu.cn\/2013\/1012\/c8978a62871\/page.psp\">indicates<\/a> that Cao was a member of the CCP as a student. The school in 2013&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20251112160534\/https:\/\/coe.ouc.edu.cn\/2013\/1012\/c8978a62871\/page.psp\">described<\/a> her as a \u201cmember of the Communist Party of China.\u201d The university said she was part of the \u201cYouth League Committee and vice minister of the Student Union\u201d and that she was \u201cthe secretary of the undergraduate Party branch of the Department of Ocean Engineering.\u201d<\/p>\n<p dir=\"ltr\">\u201cIn terms of ideology, Cao Qianying, as a member of the Communist Party of China, always emphasizes playing an exemplary role, strictly demanding of herself according to the standards of a Party member,\u201d Ocean University&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20251112160534\/https:\/\/coe.ouc.edu.cn\/2013\/1012\/c8978a62871\/page.psp\">said<\/a>.&nbsp;<\/p>\n<h5><strong>&#8220;Upholding Party discipline&#8221; considered a virtue<\/strong><\/h5>\n<p dir=\"ltr\">The Chinese university said that \u201cfor three consecutive years, this Party history knowledge competition focused on \u2018remembering Party history, strengthening Party spirit, appreciating the Party&#8217;s kindness, promoting Party building, upholding Party discipline, and rectifying Party conduct.\u2019 It innovated the activity format, enriched practical carriers, and guided students to enhance their love for the Party, always be concerned about the Party, and fulfill their responsibilities to revitalize the Party,\u201d the school said.<\/p>\n<p dir=\"ltr\">Cao\u2019s Google Scholar&nbsp;<a href=\"https:\/\/scholar.google.com\/citations?user=OrdbclEAAAAJ&amp;hl=en\">profile<\/a> lists her expertise as being \u201cDynamics, Ocean Engineering, Machine Learning.\u201d<\/p>\n<h5><strong>Supported by USAF, Army, Navy, Dep&#8217;t of Energy, and other strategic U.S. entities<\/strong><\/h5>\n<p dir=\"ltr\">The Chinese scientist is&nbsp;<a href=\"https:\/\/engineering.brown.edu\/people\/george-e-karniadakis\">listed<\/a> as&nbsp;<a href=\"https:\/\/sites.brown.edu\/crunch-group\/postdocs-students-and-visiting-scholars\/\">working<\/a> at The Crunch Group at Brown. The research group&nbsp;<a href=\"https:\/\/sites.brown.edu\/crunch-group\/\">says<\/a> that it \u201cis supported generously by\u201d the Air Force Office of Scientific Research, the U.S. Army Research Lab, the Office of Naval Research, and the Department of Energy.<\/p>\n<p dir=\"ltr\">The group also&nbsp;<a href=\"https:\/\/sites.brown.edu\/crunch-group\/multi-university-research-initiative-muri\/\">says<\/a> that \u201cthe Department of Defense\u2019s Multidisciplinary University Research Initiative, in collaboration with the Air Force Office of Scientific Research, is providing support for our research initiative.\u201d The research group&nbsp;<a href=\"https:\/\/sites.brown.edu\/crunch-group\/federal-support-2\/\">also says<\/a> that it received federal support from DARPA and NIH.<\/p>\n<p dir=\"ltr\">\u201cDr. Cao is a huge national security risk. As research shows she is an active member of the Chinese Communist Party at her alma mater, taking a leadership role in the organization,\u201d the AAF reported alleged. \u201cThe Crunch Group lab she is a part of has is at the cutting edge of mathematics research for numerous military service research labs giving her a clear pathway to transfer research to the PLA and to develop relationships with individuals in the military research community.\u201d<\/p>\n<h5>\u201cWe must forever maintain the fighting spirit of the Chinese Communists\u201d<\/h5>\n<p dir=\"ltr\">The report by AAF also pointed to \u201cJingao Xu, an expert in drone research technology at Carnegie Mellon, where DoW runs a software research lab, who led the CCP chapter on his campus.\u201d<\/p>\n<p dir=\"ltr\">The watchdog report argued that \u201cXu\u2019s research focuses on drone technology and specifically on computing solutions that have shown direct application to warfighting\u201d and that \u201cexacerbating all of these concerns is the fact that Dr. Xu was an active and enthusiastic member of the Chinese Communist Party before he was admitted to the United States.\u201d<\/p>\n<p dir=\"ltr\">Xu\u2019s&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20251220021300\/https:\/\/www.cs.cmu.edu\/~jingaox\/\">biography<\/a> at Carnegie Mellon was active in December but appears to have been recently deleted. Neither Xu nor the university responded to emailed requests for comment from&nbsp;<em>Just the News<\/em>.<\/p>\n<p dir=\"ltr\">Xu&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20251220021300\/https:\/\/www.cs.cmu.edu\/~jingaox\/\">said<\/a> in an archived copy of his now-deleted biography that his \u201ccurrent work focuses on advancing Edge Computing within Drone-based systems.\u201d Xu&nbsp;also <a href=\"https:\/\/web.archive.org\/web\/20251220021300\/https:\/\/www.cs.cmu.edu\/~jingaox\/\">appeared to use<\/a> his Carnegie Mellon website to&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20251122113927\/http:\/\/www.cs.cmu.edu\/~jingaox\/openings\/\">recruit<\/a> PhD students to work at Hong Kong University (HKU).<\/p>\n<p dir=\"ltr\">\u201cI\u2019m joining the Department of Electrical and Electronic Engineering at the University of Hong Kong as a tenure-track Assistant Professor, starting in Spring 2026. Xu&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20251220021300\/https:\/\/www.cs.cmu.edu\/~jingaox\/\">noted<\/a> that he received a PhD and an undergraduate degree from Tsinghua University.&nbsp;<\/p>\n<p dir=\"ltr\">The House Select Committee on the CCP&nbsp;<a href=\"https:\/\/chinaselectcommittee.house.gov\/sites\/evo-subsites\/selectcommitteeontheccp.house.gov\/files\/evo-media-document\/2024-09-23%20Research%20Security%20Report.pdf\">noted<\/a> in 2024 that Tsinghua is \u201cco-supervised\u201d by the State Administration for Science, Technology, and Industry for National Defense (SASTIND), \u201can arm of the Chinese government \u2026 which seeks to leverage these universities for defense purposes.\u201d<\/p>\n<p dir=\"ltr\">The committee also said that Tsinghua \u201chas a documented history of serving the PRC\u2019s national security and defense apparatus, including involvement in defense research and alleged cyberattacks targeting various international entities.\u201d<\/p>\n<p dir=\"ltr\">Xu was a \u201ccounselor\u201d at Tsinghua, according to a&nbsp;<a href=\"https:\/\/archive.is\/3UBL2\">story<\/a> on the Chinese app Weixin, and he praised CCP leaders Deng Xiaoping and Xi Jinping during a 2017 speech.<\/p>\n<p dir=\"ltr\">He said that Deng was the \u201cchief architect of reform and opening up\u201d who had \u201ca broad perspective and an open-minded approach.\u201d&nbsp;<\/p>\n<p dir=\"ltr\">Xu also declared that Xi had an \u201cunderstanding of and affection for ordinary people at the grassroots level\u201d and then quoted Xi at length.<\/p>\n<p dir=\"ltr\">\u201cWe must forever maintain the fighting spirit of the Chinese Communists at the time of the Party&#8217;s founding, and forever maintain our sincere devotion to the people,\u201d Xu said in quoting Xi \u201cCultivating moral character is the foundation of governance; moving from \u2018not daring\u2019 and \u2018not being able\u2019 to \u2018not wanting\u2019 requires forging a strong ideal and belief, which is the soul of a Communist.\u201d<\/p>\n<p dir=\"ltr\">Xu said that \u201cthese heartfelt governing philosophies are closely related to his experiences in his youth, and it is these experiences that have given General Secretary Xi Jinping the strong confidence to say\u201d that &#8220;we have never been so close to the great rejuvenation of the Chinese nation.&#8221;<\/p>\n<p dir=\"ltr\">Tsinghua\u2019s website also&nbsp;<a href=\"https:\/\/archive.is\/pdopK\">recounted<\/a> a 2022 speech by Xu at the Tsinghua University\u2019s School of Software\u2019s 2022 graduation ceremony, where Xu was the \u201cGraduate Research Student Representative.\u201d<\/p>\n<p dir=\"ltr\">Xu pointed to the \u201chistoric moment\u201d of the \u201ccentenary of the founding of the Communist Party of China\u201d and said that \u201con the path of \u2018hard work and serving the country through software,\u2019 the support of our companions fills us with strength.\u201d<\/p>\n<p dir=\"ltr\">Xu argued in his speech that \u201cthe trade war, the chip war, and the COVID-19 pandemic have also made us keenly aware of the long and arduous road ahead.\u201d<\/p>\n<p dir=\"ltr\">The Lin Feng Counselor Award is&nbsp;<a href=\"https:\/\/www.tsinghua.edu.cn\/info\/1177\/123623.htm\">closely linked<\/a> to the CCP. Tsinghua&nbsp;<a href=\"https:\/\/www.tsinghua.org.cn\/upload\/file\/1468898693498.pdf\">says<\/a> that, in 1997, Lin Yanzhi \u2014 the&nbsp;<a href=\"https:\/\/www.scmp.com\/article\/349784\/princelings-join-capitalist-bashing\">son of the now-deceased<\/a> former vice-chairman of the National People&#8217;s Congress Lin Feng \u2014 helped the school establish the Lin Feng Counselor Award.<\/p>\n<p dir=\"ltr\">Tsinghua University&nbsp;<a href=\"https:\/\/www.tsinghua.edu.cn\/info\/1177\/116314.htm\">emphasizes<\/a> that \u201cthe university&#8217;s Party Committee has always attached great importance to the development of the counselor team\u201d and that \u201ccounselors are student ideological and political backbones carefully cultivated by the university&#8217;s Party Committee.\u201d<\/p>\n<p dir=\"ltr\">Xu\u2019s own online biography \u2014 which had been linked on his archived but since-deleted Carnegie Mellon webpage \u2014&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20251122143302\/https:\/\/www.cs.cmu.edu\/~jingaox\/assets\/pdf\/CV_jingao.pdf\">states<\/a> that he was \u201cCounsellor of 85 Undergraduates of Class 2017\u201d and that \u201cI was honored by Tsinghua Lin-Feng Counsellor Award and 12.9 Counsellor Award, the Toppest [sic] and Top awards for counsellors in Tsinghua University!\u201d<\/p>\n<p dir=\"ltr\">Carnegie Mellon University\u2019s Software Engineering Institute&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20251205090820\/https:\/\/www.sei.cmu.edu\/about\/\">notes<\/a> that it is \u201ca Federally Funded Research and Development Center\u201d that is a \u201cpublic\u2013private partnership that conducts research for the United States government\u201d \u2014 specifically the Defense Department.<\/p>\n<p dir=\"ltr\">AAF contended in its report that \u201cthe expertise Xu is developing in the United States has clear defense applications, and further, when he returns to China, he would be in a strong position to take the expertise he has developed and apply it quickly to enhancing the capabilities of the People\u2019s Liberation Army.\u201d<\/p>\n<h5><strong>\u201cServe the country through science and tech, and become a person needed by the Party\u201d<\/strong><\/h5>\n<p dir=\"ltr\">The report penned by AAF further said that \u201cYingkai Dong, who is a leading expert on exoskeletons that could enhance infantry operations, was also an active supporter of the CCP in China.\u201d He is <a href=\"https:\/\/sladelab.seas.harvard.edu\/people\/\">affiliated<\/a> with Harvard University.<strong>&nbsp;<\/strong><\/p>\n<p dir=\"ltr\">The foundation said that \u201cin addition to the threat of technology transfer from Dong\u2019s research is his strong, active, and public support in China for the Chinese Communist Party\u201d and that \u201cthe combined features make him a significant threat.\u201d<\/p>\n<p dir=\"ltr\">Dong is <a href=\"https:\/\/sladelab.seas.harvard.edu\/people\/\">currently&nbsp;listed<\/a> as working at the Slade Lab at Harvard, and his \u201cproject\u201d is described as \u201cpersonalizing exoskeleton assistance.\u201d<\/p>\n<p><em>Just the News<\/em> attempted to reach Dong through Patrick Slade, an assistant professor of bio-engineering at Harvard who has done&nbsp;<a href=\"https:\/\/www.nature.com\/articles\/s41586-022-05191-1\">extensive<\/a>&nbsp;<a href=\"https:\/\/news.stanford.edu\/stories\/2022\/10\/exoskeleton-makes-walking-faster-less-tiring\">research<\/a> on exoskeleton technology and who <a href=\"https:\/\/sladelab.seas.harvard.edu\/people\/\">runs<\/a> the Harvard lab to which Dong is linked, but did not receive a response to the email that was sent.<\/p>\n<p dir=\"ltr\">Harvard also did not respond to an emailed request for comment from&nbsp;<em>Just the News<\/em>.&nbsp;<\/p>\n<p dir=\"ltr\">Dong\u2019s 2022 online biography said that he was&nbsp;<a href=\"https:\/\/newmanlab.mit.edu\/lab-member\/yinkai-dong\/\">pursuing<\/a> his undergraduate degree at the Southern University of Science and Technology (SUSTech) and that \u201che is researching impedance control and robotics parameter identification.\u201d<\/p>\n<p dir=\"ltr\">An&nbsp;<a href=\"https:\/\/archive.is\/zpKj4\">article<\/a> by SUSTech in 2022 included a photo of Dong at a \u201cSummer Youth Marxist Training Program.\u201d The article said he also underwent some \u201cfreshman military training.\u201d The article further said Dong was named the &#8220;Outstanding Self-Reliant Student\u201d in a selection guided by the Central Committee of the Communist Youth League.<\/p>\n<p dir=\"ltr\">\u201cDong Yinkai submitted his application to join the Communist Party of China in his first month of school. After being nurtured, observed, and developed by the college, he officially joined the Communist Party of China at the end of last year, becoming a proud probationary member,\u201d the article&nbsp;<a href=\"https:\/\/archive.is\/zpKj4\">said<\/a> of Dong. The article said he was then selected to be sent to MIT.<\/p>\n<p dir=\"ltr\">The article said he was \u201cstriving to \u2026 serve the country through science and technology, and become a person needed by the Party and the country, so that the flower of youth can bloom brilliantly in unremitting struggle.\u201d<\/p>\n<p dir=\"ltr\">A&nbsp;<a href=\"https:\/\/www.bilibili.com\/video\/BV1q34y1h7Sg\/\">video<\/a> by SUSTech which was uploaded in 2022 also&nbsp;<a href=\"https:\/\/justthenews.com\/sites\/default\/files\/2026-02\/Yingkai%20Dong%20-%20CCP%20Probationary%20Member.pdf\">listed<\/a> Dong as a \u201cCCP probationary member.&#8221;<\/p>\n<p dir=\"ltr\">The Commerce Department\u2019s Bureau of Industry and Security in 2022&nbsp;<a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/FR-2022-02-08\/html\/2022-02536.htm\">added<\/a> SUSTech\u2019s department of mechanical and energy engineering to a red flag list, stating that it was designating SUSTech and other Chinese entities \u201con the basis that BIS could not verify their bona fides because [of] an end-use check on transactions subject to the Export Administration Regulations.\u201d<\/p>\n<h5><strong>Building &#8220;super-soldiers&#8221;<\/strong><\/h5>\n<p dir=\"ltr\">The lab&nbsp;<a href=\"https:\/\/sladelab.seas.harvard.edu\/\">says<\/a> that some of its students receive&nbsp;<a href=\"https:\/\/www.nsf.gov\/funding\/opportunities\/grfp-nsf-graduate-research-fellowship-program\">grants<\/a> through the National Science Foundation\u2019s Graduate Research Fellowship Program. NSF&nbsp;<a href=\"https:\/\/www.nsf.gov\/awardsearch\/show-award?AWD_ID=2345107\">appears<\/a> to have provided a $5 million grant for work conducted by Slade and other Harvard researchers starting in late 2023 through late 2025 related to \u201cdeveloping and translating an at-home, connected wearable rehabilitation solution to restore arm function and independence for those with upper limb disability.\u201d&nbsp;<\/p>\n<p dir=\"ltr\">Dong appears to have&nbsp;<a href=\"https:\/\/www.eng.yale.edu\/grablab\/people.html\">previously worked<\/a> at Yale University\u2019s The Grab Lab and is also currently&nbsp;<a href=\"https:\/\/shepherdlab.sites.northeastern.edu\/people\/\">listed<\/a> as a graduate student at Northeastern University\u2019s Shepherd Lab, which focuses on \u201cRobots, Rehabilitation, Locomotion,&#8221; the report said.<\/p>\n<p dir=\"ltr\">\u201cEnhancing the physical capabilities of soldiers, whether it is endurance, strength, or agility, Yingkai Dong\u2019s research could literally enable the Chinese army to build super-soldiers for a war in Taiwan or elsewhere,\u201d the AAF report asserted. \u201cHe is a leading researcher in this space whose post at Harvard gives him the ability to collaborate with some of the world\u2019s leading exoskeleton scientists and engineers. Further, his documented support for the Chinese Communist Party makes him incredibly receptive to supporting the PLA\u2019s research and espionage activities.\u201d<\/p>\n<h5><strong>&#8220;Posing next to a hammer and sickle&#8221;<\/strong><\/h5>\n<p dir=\"ltr\">The AAF report also said that \u201cChunyin Zhu, who is a senior member of a CCP-affiliated party in China (and who we have imagery of posing next to a hammer and sickle), is currently working on advanced chemistry research at Indiana University.\u201d The foundation argued that \u201cDr. Zhu presents a high national security risk rooted in his deep, sustained integration into the CCP-aligned United Front political system while maintaining academic ties to the United States.\u201d<\/p>\n<p dir=\"ltr\">Neither Zhu nor Indiana University responded to emailed requests for comment from&nbsp;<em>Just the News<\/em>.<\/p>\n<p dir=\"ltr\">Zhu\u2019s LinkedIn page&nbsp;<a href=\"https:\/\/www.linkedin.com\/in\/chunyin-zhu-210b7731\/\">says<\/a> that he has been a Jiangsu University professor for more than a dozen years. A host of evidence suggests that Zhu is a leader within the China Democratic League \u2014 a CCP-controlled party inside China.<\/p>\n<p dir=\"ltr\">An&nbsp;<a href=\"https:\/\/archive.is\/fup8e\">article<\/a> from 2018 on the Chinese app Weixin said that Zhu was&nbsp;<a href=\"https:\/\/archive.is\/fup8e\">elected<\/a> \u201cSecretary-General and Organization Committee Member\u201d for the aforementioned China Democratic League at Jiangsu University. The meeting was attended by the \u201cDirector of the United Front Work Department of the Party Committee of Jiangsu University.\u201d<\/p>\n<p dir=\"ltr\">A 2021 article&nbsp;<a href=\"https:\/\/archive.is\/uykOZ\">said<\/a> that fifteen party members, including Zhu, \u201cwere awarded as outstanding individuals\u201d at a conference for the Jiangsu Provincial Committee of the China Democratic League.<\/p>\n<p dir=\"ltr\">This meeting was attended by the \u201cVice Chairman of the Jiangsu Provincial Committee of the Chinese People&#8217;s Political Consultative Conference\u201d \u2014 dubbed the CPPCC. The Congressional Research Service (CRS)&nbsp;<a href=\"https:\/\/www.congress.gov\/crs_external_products\/R\/PDF\/R46977\/R46977.2.pdf\">said<\/a> in 2021 that the Chinese state constitution defines the CPPCC as \u201ca broadly based representative organization of the united front.\u201d The CRS added that the CPPCC has as its explicit mission \u201cupholding and strengthening the Party\u2019s leadership over all areas.\u201d<\/p>\n<p dir=\"ltr\">A 2025 article&nbsp;<a href=\"https:\/\/archive.is\/rqHkL\">listed<\/a> Zhu as the \u201cDirector of the Education Committee of the China Democratic League.\u201d The \u201csymposium\u201d described in the article and attended by Zhu included discussion on \u201coptimizing the cultivation of top-notch innovative talents in science and engineering using AI technology\u201d and \u201cAI-enabled talent cultivation.\u201d<\/p>\n<p dir=\"ltr\">The House Select Committee on the CCP also&nbsp;<a href=\"https:\/\/chinaselectcommittee.house.gov\/sites\/evo-subsites\/selectcommitteeontheccp.house.gov\/files\/evo-media-document\/2024-09-23%20Research%20Security%20Report.pdf\">noted<\/a> in 2024 that Jiangsu University is \u201cco-supervised\u201d by the aforementioned SASTIND.<\/p>\n<p dir=\"ltr\">The Google Patents index includes an \u201cApplication filed by Indiana University Research and Technology Corp\u201d from 2012, where Zhu&nbsp;<a href=\"https:\/\/patents.google.com\/patent\/US9035077B2\/en\">sought a patent<\/a> with Silas Cook, who remains a&nbsp;<a href=\"https:\/\/www.chem.indiana.edu\/faculty\/silas-cook\/\">professor<\/a> in the chemistry department at Indiana University.<\/p>\n<p dir=\"ltr\">Indiana University has&nbsp;<a href=\"https:\/\/www.navsea.navy.mil\/Media\/News\/Article-View\/Article\/1575858\/use-of-crada-with-indiana-university-expands-research-on-interconversion-of-mol\/\">collaborated<\/a> with the U.S. military on a number of research projects.<\/p>\n<p dir=\"ltr\">\u201cDr. Zhu is high risk because he combines deep, demonstrable integration into the CCP\u2019s united front political apparatus with prior and continuing access to U.S. academic institutions that maintain defense research agreements,\u201d the AAF report argued. \u201cEven though his chemistry research is not exclusively military, the convergence of political loyalty, current PRC institutional employment, and prior U.S. access raises concerns about influence, trustworthiness, and potential exploitation of academic channels.\u201d<\/p>\n<p><strong><a href=\"https:\/\/blockads.fivefilters.org\"> <\/a><\/strong> <a href=\"https:\/\/blockads.fivefilters.org\/acceptable.html\"> <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>&#8230; American colleges developing advanced <span class=\"match\">technology<\/span> with military applications have &#8230; the Dalian University of <span class=\"match\">Technology<\/span>.
