The government will focus on execution of shipping schemes in 2026-27, said Union ports, shipping and waterways minister Sarbananda Sonowal<\/a>. In an interview to Twesh Mishra, he said the ministry’s priorities include time-bound implementation of three shipbuilding schemes<\/a>, fast-tracking five National Mega Shipbuilding Clusters<\/a> and enabling 0.7-1.0 million gross tonnage (GT) of new capacity over three to five years. Edited excerpts:<\/p>\n

What will be the priorities for your ministry in the coming fiscal?<\/b>

We will shift from reform design to execution, consolidating gains across ports, shipping, shipbuilding and inland waterways. Priorities include time-bound rollout of three shipbuilding schemes, fast-tracking five National Mega Shipbuilding Clusters and enabling 0.7-1 million GT of new capacity over three-five years. Anchoring a ~60-vessel ‘Make in India’ fleet plan, operationalising 20 additional national waterways and commissioning inland ship-repair hubs will drive reliability and jobs. Investments like the \u20b94,000-crore Hyundai-CSL facility, ONOP (One Nation One Port) digitisation to cut dwell time by up to 25%, and deeper multimodal integration reflect PM Narendra Modi’s execution-led approach to maritime competitiveness<\/a> and resilience.<\/p>\n

The much awaited container manufacturing scheme was also announced in the budget. What will be the deliverables?<\/b><\/p>\n

The proposed Container Manufacturing Assistance Scheme aims to build a domestic capacity of about 0.75 million TEUs (twenty-foot equivalent units) annually-nearly 10% of global demand-through greenfield projects. This will reduce import dependence and conserve foreign exchange, creating over 50,000 jobs.<\/p>\n


The previous budget focused on shipbuilding and maritime development. What has been the progress till now?<\/b>
Three major shipbuilding schemes-the Shipbuilding Financial Assistance Scheme, the Maritime Development Fund and the Shipbuilding Development Scheme-are ready. Their implementation guidelines have been issued, digital portals made operational and industry participation is gathering pace. The National Shipbuilding & Heavy Industries Park, Tamil Nadu will be the first to be developed. It is a 50:50 special purpose vehicle between the Centre and the state government. Besides, multiple domestic yards are finalising brownfield expansion plans to avail scheme support. Domestic shipbuilders have started getting large international orders. How have shipbuilding incentive schemes helped in this regard?<\/b><\/p>\n

The shipbuilding incentive schemes have played a vital role in Indian shipyards winning large international orders. The financial assistance that the shipyards get as part of the assistance schemes helps them to bid aggressively and compete with the global competitors.<\/p>\n

How does the ministry plan to support development of ancillary industries that feed into the shipbuilding industry?<\/b><\/p>\n

Shipbuilding cannot be achieved through shipyards alone. Provisions have been put in place in the Shipbuilding Development Scheme for ancillary industries within the proposed Greenfield Shipbuilding Clusters. These include concessional land lease rates, capital subsidies by state government, common infrastructure and single-window clearances, among others. <\/p>\n
