Skip-tracing is a method often used by debt collectors to locate people who are difficult to find, and it has not been used by ICE before.<\/p>\n<div class=\"not-prose my-8 -mx-5 xs:max-w-xs xs:mx-auto\">\n<\/div>\n<p>As part of the new program, ICE enlisted a handful of nongovernment entities to track down 50,000 immigrants a month, first by identifying where they live and work through \u201call technology systems available,\u201d and then confirming through \u201cphysical, in-person surveillance,\u201d including photographing, according to the <a href=\"https:\/\/www.washingtonpost.com\/technology\/2026\/01\/30\/ice-capgemini-skip-tracing-contracts\/\">Washington Post<\/a>. The agency awarded contracts to ten companies in December. As part of the contract, the companies could earn more than $1 billion by the end of next year, according to <a href=\"https:\/\/theintercept.com\/2025\/12\/23\/ice-bounty-hunters-track-immigrant-surveillance\/\">The Intercept<\/a>.<\/p>\n<div class=\"od-wrapper od-wrapper-both od-background\"> <\/div>\n<p>The highest potential bounty of $365 million over two years would go to Capgemini Government Solutions, European tech giant Capgemini\u2019s U.S. subsidiary. Capgemini Government Solutions has been working with the Department of Homeland Security for more than 15 years, according to Capgemini CEO Aiman Ezzat.<\/p>\n<p>As ICE escalates its violent immigration crackdown, protesters have started targeting companies that help turbocharge those efforts. Anti-ICE protesters are organizing <a href=\"https:\/\/www.axios.com\/2026\/01\/30\/national-ice-out-day-protests-retail-impact\">nationwide general strikes<\/a> and <a href=\"https:\/\/www.businessinsider.com\/tech-ai-boycott-february-protest-ice-scott-galloway-2026-2\">boycotts<\/a>, while <a href=\"https:\/\/gizmodo.com\/tech-workers-demand-ceos-use-their-leverage-to-end-ice-violence-2000714081\">hundreds of tech workers<\/a> have signed a letter asking their companies to cancel all contracts with ICE. Even <a href=\"https:\/\/www.theguardian.com\/sport\/2026\/jan\/31\/seo-slug-milan-protest-ice-agents-winter-olympics-security-deployment\">Italians<\/a> have organized protests as ICE agents descend upon Milan for the Winter Olympics. The French are no strangers to anti-ICE sentiment, too.<\/p>\n<div class=\"od-wrapper od-wrapper-both od-background\"> <\/div>\n<p>Following the fatal shootings of Renee Good and Alex Pretti by ICE agents in Minneapolis last month,&nbsp;<a href=\"https:\/\/www.nytimes.com\/2026\/01\/30\/world\/americas\/ice-immigration-enforcement-international-scrutiny-business.html\">scrutiny<\/a> of Capgemini\u2019s work with the DHS mounted in France. Union workers and government officials, including the French minister of the economy Roland Lescure, demanded that the company review its contracts with the American government.<\/p>\n<div class=\"od-wrapper od-wrapper-both od-background\"> <\/div>\n<p>An independent board of directors began reviewing the contract last week, Ezzat said.<\/p>\n<p>\u201cWe were recently made aware, through public sources, of the nature of a contract awarded to CGS by DHS\u2019 Immigration and Customs Enforcement in December 2025. The nature and scope of this work has raised questions compared to what we typically do as a business and technology firm,\u201d the chief executive said in a <a href=\"https:\/\/www.linkedin.com\/posts\/aiman-ezzat_capgemini-is-proud-to-be-a-business-and-technology-activity-7421115067108265984-eVyi\/\">LinkedIn<\/a> post last Sunday.<\/p>\n<p>A week later, the review concluded that \u201d the customary legal restrictions imposed for contracting with federal government entities carrying out classified activities in the United States did not allow the Group to exercise appropriate control over certain aspects of the operations of this subsidiary to ensure alignment with the Group\u2019s objectives,\u201d Capgemini said in <a href=\"https:\/\/www.capgemini.com\/news\/press-releases\/capgemini-to-launch-the-divestiture-of-its-subsidiary-capgemini-government-solutions\/\">a press release.<\/a><\/p>\n<div class=\"od-wrapper od-wrapper-both od-background\"> <\/div>\n<p>The divestment decision arrives amid a tense geopolitical situation between France and the United States. There has been deep-seated resentment amongst Europeans of the Trump administration\u2019s actions since taking office last year.
