REUTERS\/Manon Cruz<\/span><\/figcaption><\/figure>\n<p> As chief executives of leading multinational corporations and heads of state gather at the World Economic Forum in Davos, discussions have been dominated by visible geopolitical fault lines\u2014Greenland, trade wars, multilateral fragmentation, and strategic rivalry. Yet one of the most consequential developments reshaping the global energy order has remained largely peripheral to the main discourse: the rapid expansion of the global \u201cshadow fleet\u201d transporting sanctioned oil.<\/p>\n<p>Recent <a id=\"32539150\" class=\"news-keywords\" href=\"https:\/\/government.economictimes.indiatimes.com\/tag\/u.s.+actions+against+venezuela\">U.S. actions against Venezuela<\/a>, combined with continuing sanctions and tariff threats targeting oil trade with Iran and Russia, have intensified pressures on oil-importing economies. In response, an increasingly sophisticated parallel shipping system has emerged to keep sanctioned crude flowing. <\/p>\n<p><!-- PROMOSLOT_M -->This shadow fleet\u2014comprising oil tankers that evade sanctions enforcement through deliberate opacity\u2014has grown to an unprecedented scale. According to estimates by S&amp;P Global, vessels operating in this shadow network now account for approximately 18.5 per cent of global tanker capacity.<\/p>\n<p>These tankers evade scrutiny through a range of techniques: frequent changes of vessel names and flags of registration, disabling of <a id=\"25349748\" class=\"news-keywords\" href=\"https:\/\/government.economictimes.indiatimes.com\/tag\/automatic+identification+system\">Automatic Identification System<\/a> (AIS) transponders to avoid satellite tracking, and the use of shell companies to obscure ownership. Often uninsured and poorly regulated, they operate outside conventional maritime safety and compliance frameworks. <\/p>\n<p><!-- PROMOSLOT_M -->At present, Russia, Iran, and Venezuela rely heavily on this network to sustain oil exports despite Western sanctions. In numerical terms, around 3,300 oil tankers with carrying capacities exceeding 5,000 tonnes are estimated to be involved in transporting sanctioned crude globally.<\/p>\n<p>While shadow shipping predates the Russia\u2013Ukraine war, its transformation into a systemic feature of global oil trade dates to 2022, when Western sanctions targeted Russian crude exports. Russia responded by rapidly assembling what has come to be known as a \u201cdark\u201d or \u201cshadow\u201d fleet. The scale of this expansion has been striking. <\/p>\n<p><!-- PROMOSLOT_M -->According to maritime analytics firm Kpler, the number of vessels associated with shadow operations increased from just 97 in 2022 to approximately 3,313 by the end of 2025\u2014a growth of over 3,300 per cent in three years. By 2025, an estimated 6\u20137 per cent of global oil trade was being carried by this fleet, representing crude flows worth nearly $100 billion annually.<\/p>\n<p><!-- PROMOSLOT_M --><!-- PROMOSLOT -->\u201cWhat began as isolated compliance breaches has become a structural layer of global trade in 2025, with obfuscation now functioning as a new operating model rather than an anomaly,\u201d Kpler has observed. These vessels tend to be significantly older than the global tanker average, lack proper insurance cover, and feature highly opaque ownership structures designed to frustrate enforcement efforts. <\/p>\n<p>Russia remains the dominant user of the shadow fleet. In November 2025 alone, Russia accounted for 63 million barrels of the 299 million barrels of crude transported through shadow channels.<\/p>\n<p>The shadow fleet itself encompasses two distinct categories. The first is the \u201cdark fleet,\u201d consisting of vessels already under U.S. or EU sanctions. The second is the \u201cgrey fleet,\u201d comprising ships not formally sanctioned but identified by intelligence and analytics firms as being involved in sanctioned trade. <\/p>\n<p><!-- PROMOSLOT -->Russia controls more than half of these vessels, followed by Iran and Venezuela. Alongside them is a rapidly expanding category of tankers with flexible or indeterminate ownership, often controlled by shadowy shipping magnates operating through permissive jurisdictions.<\/p>\n<p>Enforcement efforts have intensified but remain insufficient to stem the growth of this network. In 2025, 686 vessels and 196 firms were sanctioned for illicit crude transport. Regulatory scrutiny has focused on high-risk maritime zones, including the <a id=\"27301272\" class=\"news-keywords\" href=\"https:\/\/government.economictimes.indiatimes.com\/tag\/eastern+mediterranean\">Eastern Mediterranean<\/a>, the <a id=\"20156903\" class=\"news-keywords\" href=\"https:\/\/government.economictimes.indiatimes.com\/tag\/gulf+of+oman\">Gulf of Oman<\/a>, the Black Sea, and key transshipment hubs linked to Russian crude and LNG. <\/p>\n<p>Yet the shadow fleet has not only grown larger but also more resilient, supported by an ecosystem of opaque ownership, permissive flag states, and parallel service providers. The contest between regulators and evasive operators increasingly resembles a prolonged game of cat and mouse.<\/p>\n<p>On the demand side, China and India have emerged as the largest buyers of sanctioned crude. Together, they accounted for roughly one-fifth of global crude imports routed through the shadow fleet during the final quarter of 2025. <\/p>\n<p>China remains the primary destination for Iranian oil, which is typically transferred ship-to-ship in Southeast Asian waters\u2014most notably near Malaysia\u2014before being delivered to Chinese ports under altered documentation. The complexity and opacity of these transactions make detection difficult without a fundamental overhaul of sanctions enforcement mechanisms.<\/p>\n<p>India, too, has become a significant importer of shadow fleet crude. In 2024, approximately 9.5 per cent of Russian oil shipped to India was transported via shadow vessels. However, India has begun reducing its exposure. Russia\u2019s share of India\u2019s crude imports declined from a peak of 45 per cent in July 2024 to 32 per cent by December 2025. <\/p>\n<p>Moreover, forthcoming \u201cEU-27\u201d measures scheduled to take effect in 2026 will tighten restrictions on fuels derived from Russian-origin crude, placing a substantial portion of India\u2019s refined product exports to Europe at risk. These developments may gradually reduce reliance on shadow fleet transport, particularly if sanctions on Venezuela are eased.<\/p>\n<p>Ukrainian President <a id=\"19942288\" class=\"news-keywords\" href=\"https:\/\/government.economictimes.indiatimes.com\/tag\/volodymyr+zelensky\">Volodymyr Zelensky<\/a> has been among the most vocal advocates of tougher measures against shadow shipping, including proposals involving kinetic interdiction. The <a id=\"19895384\" class=\"news-keywords\" href=\"https:\/\/government.economictimes.indiatimes.com\/tag\/european+union\">European Union<\/a>, despite continuing to import significant volumes of Russian gas, has expanded its targeting of vessels linked to sanctions evasion within its territorial waters. U.S. authorities have also intensified enforcement, seizing multiple tankers following Venezuelan operations and allocating new funding to counter shadow fleet activity.<\/p>\n<p>Industry leaders have acknowledged the unintended consequences of sanctions. Saad Rahim, Chief Economist at Trafigura, has noted that the shadow fleet has expanded in direct proportion to the tightening of Western sanctions on Russia. As formal trade channels narrowed, new vessels entered the market to replace blacklisted ones, ensuring the continuity of sanctioned oil flows. <\/p>\n<p>Similarly, the CEO of <a id=\"22689197\" class=\"news-keywords\" href=\"https:\/\/government.economictimes.indiatimes.com\/tag\/gunvor+group\">Gunvor Group<\/a> has observed that sanctions on Russian and Iranian oil have led to \u201crecord volumes of oil stored onboard vessels,\u201d with tankers effectively serving as floating storage due to logistical and legal constraints on delivery.<\/p>\n<p>These distortions have reshaped physical oil logistics, introducing unofficial storage, opaque trading practices, and prolonged offshore holding patterns. Against this backdrop, India faces an increasingly complex energy dilemma. With the prospect of more aggressive U.S. tariff policies and expanding sanctions on Russia, Iran, and Venezuela, the country finds itself navigating tightening constraints on energy security. <\/p>\n<p>How India balances strategic autonomy, economic necessity, and geopolitical pressure will be critical in the years ahead.
