Indeed, \u201cThe Minneapolis Police Department went the entire year last year recovering about 900 guns from the street, arresting hundreds and hundreds of violent offenders, and we didn\u2019t shoot anyone,\u201d Chief Brian O\u2019Hara <a href=\"https:\/\/www.cbsnews.com\/news\/minneapolis-police-chief-says-people-have-had-enough-after-fatal-shooting-by-federal-agents\/\" target=\"_blank\">told<\/a> CBS News on Sunday.&nbsp;<\/p>\n<p><strong><em>But after Bovino and 2,000 immigration enforcers arrived three weeks ago, three Americans were shot by federal agents on the city\u2019s streets,<\/em><\/strong> and two have been killed, O\u2019Hara reminded viewers Sunday.&nbsp;<\/p>\n<p><strong><em>\u201cThis is not sustainable,\u201d <\/em><\/strong>he said. \u201cThis is taking an enormous toll, trying to manage all of this chaos on top of having to be the police department for a major city. It\u2019s too much.\u201d<\/p>\n<p><strong><em>The White House\u2019s \u201cborder czar\u201d Tom Homan will now take over in Minneapolis,<\/em><\/strong> which is about 300 miles from the Canadian-U.S. border. And Homan\u2014who was <a href=\"https:\/\/www.nytimes.com\/2025\/09\/20\/us\/politics\/tom-homan-fbi-trump.html\" target=\"_blank\">reportedly accused<\/a> of taking a <a href=\"https:\/\/www.newyorker.com\/news\/the-lede\/tom-homan-and-the-case-of-the-missing-fifty-thousand\" target=\"_blank\">$50,000 bribe<\/a> in an FBI sting operation in 2024\u2014will begin by meeting with Minneapolis Mayor Jacob Frey, President Trump <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/115963713974102712\" target=\"_blank\">said<\/a> on social media.&nbsp;&nbsp;<\/p>\n<p><strong><em>Homan\u2019s visit comes three days after Bovino claimed the latest American shot dead by federal agents had planned to \u201cmassacre\u201d<\/em><\/strong> law enforcement officers, despite multiple videos from the confrontation that did not support Bovino\u2019s claim. The man who was killed Saturday was a 37-year-old ICU nurse from the Department of Veterans Affairs named Alex Pretti. His killing \u201cignited political backlash and raised fresh questions about how the operation was being run,\u201d AP reports.&nbsp;<\/p>\n<p><strong><em>Bovino will now \u201creturn to his former job in El Centro, California, where he is expected to retire soon,\u201d<\/em><\/strong> Nick Miroff of <em>The Atlantic<\/em> <a href=\"https:\/\/www.theatlantic.com\/politics\/2026\/01\/greg-bovino-demoted-minneapolis-border-patrol\/685770\/?gift=Tsjgy5hc-Y7tsZCY3EHYrYYPEwapWRKELmkhtUjTN38&amp;utm_source=copy-link&amp;utm_medium=social&amp;utm_campaign=share\" target=\"_blank\">reports<\/a>, and says Bovino\u2019s \u201csudden demotion is the clearest sign yet that the Trump administration is reconsidering its most aggressive tactics\u201d as it continues its effort to carry out the largest deportation operation in U.S. history, as the president promised on the campaign trail. But that ambition has not been without its violent and often indiscriminate stumbles, as <a href=\"https:\/\/www.defenseone.com\/threats\/2026\/01\/the-d-brief-january-26-2026\/410936\/\">recent developments<\/a> in Minnesota have revealed.&nbsp;<\/p>\n<p><strong><em>Also new: \u201cMinnesota&#8217;s top federal judge says ICE has been violating court orders repeatedly\u2014detaining noncitizens or rushing them to Texas<\/em><\/strong> despite judges&#8217; commands,\u201d <em>Politico<\/em>\u2019s Kyle Cheney <a href=\"https:\/\/www.politico.com\/news\/2026\/01\/27\/minnesota-judge-summons-ice-leader-00748831\" target=\"_blank\">reported<\/a> Monday evening.&nbsp;<\/p>\n<p><strong><em>In response, the judge ordered ICE acting director Todd Lyons to appear in court Friday,<\/em><\/strong> declaring, \u201cThe court\u2019s patience is at an end.\u201d He also threatened Lyons with contempt for ICE\u2019s repeated violation of court orders.<\/p>\n<p><strong><em>And on Capitol Hill, the chiefs of ICE, Customs and Border Protections, and Citizenship and Immigration Services have been called to testify<\/em><\/strong> on Feb. 12, Sen. Rand Paul, R-Kentucky, <a href=\"https:\/\/x.com\/SenRandPaul\/status\/2015868311825785113\" target=\"_blank\">announced<\/a> Monday on social media. Paul chairs the Senate\u2019s Committee on Homeland Security and Government Affairs.&nbsp;<\/p>\n<p><strong><em>Related: Two legal experts just shared a list of \u201c10 Questions the Trump Administration Needs to Answer About Minnesota\u201d<\/em><\/strong> published Tuesday at Just Security. Instead, it appears to be part of the administration\u2019s campaign to demonize opposition to its anti-immigrant policies as &#8216;domestic terrorism,&#8217; and to weaponize powers of the federal government against such perceived political opponents,\u201d warn legal fellow Tom Jocelyn and former Defense Department special counsel Ryan Goodman, <a href=\"https:\/\/www.justsecurity.org\/129797\/alex-pretti-nspm-7\/\" target=\"_blank\">writing<\/a> Monday in Just Security.<\/p>\n<p><strong><em>Developing: The FBI says it will begin investigating Minnesota citizens who use the Signal messaging app to track ICE movements.<\/em><\/strong> FBI Director Kash Patel <a href=\"https:\/\/youtu.be\/MwG5jS0cL9E?si=P46bL1WeNPubeioG&amp;t=262\" target=\"_blank\">announced<\/a> the move Monday on a podcast with conservative activist Benny Johnson. NBC News <a href=\"https:\/\/www.nbcnews.com\/tech\/internet\/fbi-investigating-minnesota-signal-minneapolis-group-ice-patel-kash-rcna256041\" target=\"_blank\">reports<\/a> Patel\u2019s remarks \u201cquickly drew skepticism from free speech advocates who said the First Amendment protects members of the public who share legally obtained information, such as the names of federal agents or where they are conducting enforcement operations.\u201d<\/p>\n<p><strong><em>Second opinion: \u201cGiven this administration\u2019s poor track record of distinguishing protected speech from criminal conduct,<\/em><\/strong> any investigation like this deserves very close scrutiny,\u201d Aaron Terr, director of public advocacy at the Foundation for Individual Rights and Expression, told NBC.&nbsp;<\/p>\n<ul>\n<li><strong><em>When you\u2019re a hammer:<\/em><\/strong> A former Army special forces soldier said he believes ordinary American citizens could not possibly organize against ICE as cohesively and effectively as they have in Minneapolis without having closely studied the lessons of insurgencies like al-Qaeda in Iraq and the Taliban in Afghanistan. According to the Green Beret, \u201cWhat\u2019s unfolding in Minneapolis right now isn\u2019t \u2018protest.\u2019 It\u2019s low-level insurgency infrastructure, built by people who\u2019ve clearly studied the playbook.\u201d Eric Schwalm argued his case\u2014which strikes your Afghan-vet <em>D Brief<\/em>-er as a bit overcaffeinated and over the top\u2014in 425 words over on Twitter Sunday, <a href=\"https:\/\/x.com\/Schwalm5132\/status\/2015470661490057540\" target=\"_blank\">here<\/a>.&nbsp;<\/li>\n<\/ul>\n<p><strong><em>New: Employees at the Minnesota Department of Corrections have taken a stand against misinformation from the Homeland Security Department.<\/em><\/strong> They recently created a webpage, \u201c<a href=\"https:\/\/mn.gov\/doc\/about\/news\/combatting-dhs-misinformation\/\" target=\"_blank\">Combatting DHS Misinformation<\/a>,\u201d Minnesota Corrections official Safia Khan <a href=\"https:\/\/www.linkedin.com\/posts\/safiakh_combatting-dhs-misinformation-activity-7421725201630982144-L0ZH\" target=\"_blank\">said<\/a> in a post on LinkedIn Monday because officials in the Trump administration have been \u201cdistorting facts, mislabeling state custody transfers as ICE arrests, and justifying armed federal deployments based on fabrications.\u201d&nbsp;<\/p>\n<p><strong><em>\u201cWe are witnessing the machinery of propaganda operate at scale,\u201d Khan wrote. \u201cSo we fought back with facts.<\/em><\/strong> We released proof, footage, and records showing that ICE arrests being touted on federal websites were, in reality, routine, pre-scheduled state-to-federal custody transfers, not a result of Operation Metro Surge.\u201d<\/p>\n<p><strong><em>\u201cThe Department of Corrections alone has identified at least <\/em><\/strong><a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Flnkd%2Ein%2FgyWzFndM&amp;urlhash=H1rZ&amp;trk=public_post-text\" target=\"_blank\"><strong><em>68 false claims<\/em><\/strong><\/a><strong><em>,<\/em><\/strong> and we have made every one of them public,\u201d said Khan, and emphasized, \u201cOur team didn\u2019t seek this fight but we have met it with clarity and resolve.\u201d<\/p>\n<p><strong><em>Update: The U.S. woman who was shot five times by ICE in Chicago last fall is asking a judge to share evidence from her case,<\/em><\/strong> which is under a protective order that her lawyer says \u201ckeeps the entire country in the dark\u201d about how federal agents use deadly force against American citizens. She sent a letter proposing this to Gov. Tim Walz, calling the handover a \u201ccommon sense\u201d solution to the state\u2019s problems.&nbsp;&nbsp;<\/p>\n<p><strong><em>This escalation is part of a pattern, <\/em><\/strong>Abby Vesoulis and Ari Berman warned Monday, <a href=\"https:\/\/www.motherjones.com\/politics\/2026\/01\/pam-bondi-letter-to-minnesota-voter-roll-data-alex-pretti-ice-midterms-trump\/\" target=\"_blank\">writing<\/a> for Mother Jones. \u201cThese requests and lawsuits are part of a decadeslong history of right-wing activists seeking private voter data to advance the unproven narrative that there is rampant noncitizen voter fraud proliferating across the US. That the DOJ is now using its considerable resources to promote the same repeatedly debunked theory represents a major escalation of these tactics.\u201d<\/p>\n<p><strong>Meanwhile, users say TikTok is stifling posts about the Minneapolis shooting <\/strong>just \u201cdays after a deal to spin off the U.S. business to new investors was finalized,\u201d the <em>Washington Post<\/em> <a href=\"https:\/\/www.washingtonpost.com\/technology\/2026\/01\/26\/tiktok-censorship-ice-shooting\/\" target=\"_blank\">reported<\/a> Monday.&nbsp;<\/p>\n<p><strong><em>California Gov. Gavin Newsom announced an investigation into the claims as well, <\/em><\/strong>which began over the weekend\u2014and which TikTok officials attributed to a power outage at a data center, <a href=\"https:\/\/www.nbcnews.com\/tech\/internet\/tiktok-fixed-power-outage-not-censorship-work-views-down-rcna255964\" target=\"_blank\">NBC News<\/a> reports.&nbsp;<\/p>\n<p><strong><em>Consider the case of national-security law professor Steve Vladeck, <\/em><\/strong>who on Sunday \u201crecorded a video on TikTok about why DHS\u2019s arguments for the power to enter homes without judicial warrants in immigration cases are bunk.\u201d That was a supplement to his highly-recommended Monday newsletter, \u201cOne First,\u201d which tackled that subject this week.&nbsp;<\/p>\n<p><strong><em>Nine hours after posting his explainer to the platform, \u201cTikTok still says my video is \u2018under review,\u2019 and can\u2019t be shared,\u201d<\/em><\/strong> Vladeck said on a different social media platform.
