Government can foster that growth.<\/span> <\/p>\n<p>The Chicago metropolitan area is the fourth-hottest tech hub nationally, up two spots since 2024, <a href=\"https:\/\/siteselection.com\/tech-hubs-dfw-overtakes-dc-in-north-american-tech-hub-index\/\">according<\/a> to new rankings released by Site Selection magazine.<\/p>\n<p>Chicago eclipsed the San Francisco region, a traditional tech powerhouse, which remained fifth in the rankings. Chicago\u2019s high ranking is an improvement after <a href=\"https:\/\/abc7chicago.com\/post\/chicago-loses-out-on-amazons-second-headquarters\/4680342\/\">losing<\/a> out on landing Amazon\u2019s second headquarters in 2018.<\/p>\n<p>No other Midwestern city placed in the top 10. Columbus, Ohio, was ranked 12th, down two spots from 2024.<\/p>\n<p>Chicago\u2019s robust tech talent pool and strong infrastructure were key drivers of its high ranking. To remain a top tech hub, Chicago needs to ensure it businesses have the workforce and infrastructure they need to continue growing.<\/p>\n<p>Site Selection considers factors such as infrastructure, tech talent availability and the number of projects from tech-aligned sectors such as telecommunications.<\/p>\n<p>Chicago offers one of the best tech talent pipelines in the nation, drawing from world-class universities and scientific institutions such as the Argonne National Laboratory.<\/p>\n<p>Chicago <a href=\"https:\/\/gotechchicago.com\/why-chicago\/\">produces<\/a> the second-highest number of computer science degrees among U.S. cities, creating a robust talent pool. In 2022, the city <a href=\"https:\/\/www.nmrk.com\/insights\/thought-leadership\/chicagos-unique-tech-market-what-sets-it-apart-from-its-competitors\">awarded<\/a> 25,000 bachelor\u2019s, master\u2019s, and doctoral degrees.<\/p>\n<p>Northwestern University leads, with about 1,000 of the school\u2019s 8,500 undergraduates <a href=\"https:\/\/northwesternbusinessreview.org\/the-rise-of-computer-science-at-northwestern-a028717e04d\">pursuing<\/a> a major or double major in computer science. More than half of all undergraduates take at least one computer science course.<\/p>\n<p>The University of Chicago has <a href=\"https:\/\/cs.uchicago.edu\/academics\/undergraduate\/new-cs-major-requirements-in-ay-2024-25\/\">increased<\/a> the number of bachelor\u2019s degrees awarded in computer science by 458% from the 2013-2014 school year to the 2022-2023 academic year. The number of science, technology, engineering and math degrees awarded in Chicago has <a href=\"https:\/\/www.nmrk.com\/insights\/thought-leadership\/chicagos-unique-tech-market-what-sets-it-apart-from-its-competitors\">increased<\/a> 3.5% annually from 2010 to 2023.<\/p>\n<p>From 2013 to 2023, Chicago\u2019s tech sector <a href=\"https:\/\/www.chicagolandchamber.org\/techeffect\/\">added<\/a> 106,000 direct tech jobs, according to the Chicagoland Chamber of Commerce. This represents about 8% of the city\u2019s workforce.<\/p>\n<p>The tech sector has also <a href=\"https:\/\/www.nmrk.com\/insights\/thought-leadership\/chicagos-unique-tech-market-what-sets-it-apart-from-its-competitors\">created<\/a> 147,000 multiplier jobs. Illinois\u2019 information sector has <a href=\"https:\/\/www.illinoispolicy.org\/illinois-job-growth-less-than-half-of-midwests-in-past-year\/\">added<\/a> 5,800 jobs in the past 12 months, leading the nation.<\/p>\n<p>The city\u2019s software engineers are a notable strength. They <a href=\"https:\/\/siteselection.com\/tech-hubs-dfw-overtakes-dc-in-north-american-tech-hub-index\/\">offer<\/a> the fourth-highest value for the dollar based on their quality and the average salary in the field.<\/p>\n<p>Chicago\u2019s tech infrastructure is led by the area\u2019s quantum projects, which helped <a href=\"https:\/\/news.uchicago.edu\/story\/chicago-region-designated-us-tech-hub-quantum-technologies-biden-harris-administration\">earn<\/a> the region a designation as an official U.S. Regional and Innovation Hub for quantum technologies by the U.S. Economic Development Administration. The region <a href=\"https:\/\/news.uchicago.edu\/story\/chicago-region-designated-us-tech-hub-quantum-technologies-biden-harris-administration\">received<\/a> $280 million in funds from the 2018 National Quantum Initiative Act to build four of 10 quantum research centers and institutes. Chicago is also <a href=\"https:\/\/news.uchicago.edu\/story\/quantum-startup-accelerator-duality-polsky-center-chicago-quantum-exchange\">home<\/a> to Duality, the nation\u2019s first quantum startup accelerator.<\/p>\n<p>Expected benefits from quantum computing include new and faster ways of processing, measuring and transmitting information. These advancements are <a href=\"https:\/\/www.eda.gov\/funding\/programs\/regional-technology-and-innovation-hubs\/2023\/The-Bloch-Tech-Hub\">expected<\/a> to impact industries such as finance, energy, biotechnology and manufacturing, for example, by protecting against fraud and optimizing processes.<\/p>\n<p>Chicago is positioned to capitalize on the expected economic benefits. Quantum computing could have $1 trillion in economic impact by 2035, <a href=\"https:\/\/thequantuminsider.com\/2024\/09\/13\/the-quantum-insider-projects-1-trillion-in-economic-impact-from-quantum-computing-by-2035\/\">according<\/a> to one analysis.<\/p>\n<p>The Chicago metro area\u2019s tech sector is growing across many measures. In 2021, Chicago tech companies <a href=\"https:\/\/www.nmrk.com\/insights\/thought-leadership\/chicagos-unique-tech-market-what-sets-it-apart-from-its-competitors\">raised<\/a> over $9.7 billion in venture funding. Chicago <a href=\"https:\/\/investorsight.co\/ranked-cities-with-most-unicorns-in-the-world\/\">has<\/a> 17 tech \u201cunicorns,\u201d which are private companies valued at over $1 billion, placing it sixth among U.S. cities. Chicago has the <a href=\"https:\/\/www.nmrk.com\/insights\/thought-leadership\/chicagos-unique-tech-market-what-sets-it-apart-from-its-competitors\">highest<\/a> return on venture capital of all cities.<\/p>\n<p>To rise farther in the rankings, the city needs to remove barriers to the tech sector\u2019s continued growth.<\/p>\n<p>Chicago has the highest commercial property taxes among large cities and more than double the average, <a href=\"https:\/\/www.illinoispolicy.org\/chicagos-commercial-property-taxes-2x-u-s-city-average-kill-opportunity\/\">according<\/a> to a recent report. Chicago\u2019s rate of 4.08% is nearly <a href=\"https:\/\/go.lincolninst.edu\/50-state-property-tax-comparison-for-2024.pdf\">four<\/a> times the 1.13% companies face in the No. 2 tech hub, Washington, D.C. High commercial property taxes discourage companies from moving to or staying in Chicago and make other tech hubs more appealing.<\/p>\n<p>The city\u2019s recent <a href=\"https:\/\/www.illinoispolicy.org\/chicago-gets-16-6b-budget-after-mayor-signs-it\/\">increase<\/a> in the tax on cloud-based computer services, from 11% to 15%, increases costs for many tech companies and disincentivize them from expanding in Chicago.<\/p>\n<p>To remain a leading tech hub, the city of Chicago needs to focus on pro-growth policies.<\/p>\n<p>First is deepening the city\u2019s tech talent pool by <a href=\"https:\/\/www.illinoispolicy.org\/reports\/beyond-degrees-empowering-illinoisans-through-career-first-education\/\">expanding<\/a> workforce development and apprenticeship programs, which increasingly can develop talent in the tech sector. Many tech professions can be learned through apprenticeship, such as IT project managers, application developers and cybersecurity support techs. They have median wages above $100,000 in Illinois.<\/p>\n<p>Second is ensuring tech companies can meet their growing energy needs. A recent resource adequacy <a href=\"https:\/\/ipa.illinois.gov\/content\/dam\/soi\/en\/web\/ipa\/documents\/20251215-executive-summary-illinois-ra-study-2025.pdf\">study<\/a> by the state shows energy demand is expected to exceed capacity by 2029.
