Starting this year, Canada will allow a limited quota of imported Chinese EVs, and is actively courting Chinese automakers to set up factories in the country.&nbsp;<\/p>\n<p>At the time, critics warned Canada to brace for blowback from Washington. But the automotive industry is on tenterhooks over whether the two governments will strike a deal to bring a Chinese auto factory to the U.S. when Trump eventually visits Beijing. The president has previously <a href=\"https:\/\/rollcall.com\/factbase\/trump\/transcript\/donald-trump-speech-detroit-economic-club-january-13-2026\/\">expressed<\/a> enthusiasm about the prospect. And a <a href=\"https:\/\/www.ft.com\/content\/678a173f-0387-46a0-a1c2-b28c4f8a64d4?syn-25a6b1a6=1\">trickle<\/a> of <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-02-13\/ford-ceo-trump-officials-discussed-china-us-carmaking-ventures\">rumors<\/a> suggests that U.S. automakers are already in talks about partnerships with Chinese rivals.&nbsp;<\/p>\n<p>For Chinese automakers like BYD and Geely, such an agreement would reshape the North American landscape, opening up a market four and a half times larger by vehicles sold annually than Canada and Mexico combined. An arrangement that obliges them to set up a factory in America in exchange for market access may be hard to resist. How much manufacturing would actually happen on North American soil? And will Chinese automakers be willing \u2014 or required \u2014&nbsp;or work with powerful automotive unions?&nbsp;<\/p>\n<p>\u201cNorth America is on the table,\u201d says <a href=\"https:\/\/www.linkedin.com\/in\/williamrusso\/\">Bill Russo<\/a>, chief executive of Automobility, a Shanghai-based automotive advisory firm. \u201cGovernments recognize that Chinese carmakers will bring jobs and industrial relevance. There could be a bidding war, and if I\u2019m China, I want that.\u201d<\/p>\n<p>Among the three countries in the U.S.-Mexico-Canada free trade agreement (USMCA), Mexico, with its low labor costs and mature auto industry, is a clear favorite for automakers looking to set up plants. But Mexico\u2019s government has had to tread carefully, slow-walking approvals for new Chinese plants in a likely attempt to avoid the perception in Washington that it is poaching U.S. jobs.&nbsp;<\/p>\n<p>That has created an opening for Ottawa. Canada has long had an automaking industry, and is home to two well-reputed vehicle parts suppliers, Magna International and Linamar Corp. Stella Li, BYD\u2019s executive vice president, confirmed in an <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-03-13\/china-s-byd-open-to-building-cars-in-canada-buying-out-rivals\">interview<\/a> with <em>Bloomberg<\/em> last week that the company has been considering a plant there.&nbsp;<\/p>\n<p>But Ottawa\u2019s pressure on Chinese automakers to enter into joint ventures could be a sticking point. Both <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2026\/01\/16\/prime-minister-carney-forges-new-strategic-partnership-peoples\">Carney<\/a> and Canadian industry minister Melanie Joly have <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-02-06\/canada-eyes-joint-venture-to-build-chinese-evs-for-global-export\">emphasized<\/a> that JVs are a priority to support the buildout of a local EV supply chain. But BYD\u2019s Li has <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-03-13\/china-s-byd-open-to-building-cars-in-canada-buying-out-rivals\">said<\/a> she doesn\u2019t think a JV \u201cwill work.\u201d&nbsp;<\/p>\n<p>\u201cFor a company like BYD that has an advantage, all a JV does is give someone half of the pizza they\u2019d rather keep for themselves,\u201d says Russo.&nbsp;<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Really the smart thing would be for the members of the USMCA to get together and discuss how to present a unified face to China. China has a long history of leveraging the strategy of divide and conquer. A former Chrysler executive, he draws a comparison to Beijing\u2019s requirement that U.S. automakers form JVs with local companies when they sought to set up in China in the 1990s and early 2000s.&nbsp;<\/p>\n<p>\u201cIf I\u2019m a U.S. policymaker, I\u2019d be telling [the Chinese], you did it to us, we\u2019re doing it right back,\u201d he says. \u201cAnd the Chinese companies, of course they\u2019ll do it.\u201d<\/p>\n<p>Other Chinese automakers may be open to entering into partnerships. Geely, for example, already has a JV in Europe with French automaker Renault and experience with the western automotive ecosystem through its ownership of the Volvo and Lotus brands. Chery has a JV with Spanish automaker Ebro.&nbsp;<\/p>\n<p>A second vital question is to what extent Chinese automakers would manufacture locally as opposed to using imported components from China. Chinese carmakers could feasibly do only final assembly there [in Canada] for the time being.\u201d&nbsp;<\/p>\n<p>\u201cCanada says they want Canadian suppliers involved. But the tricky part is that there\u2019s not much of a LFP [battery] ecosystem in Canada,\u201d he adds.&nbsp;<\/p>\n<p>Some Chinese automakers have already begun the process of quality-checking non-Chinese components for their cars. BYD this week <a href=\"https:\/\/nvidianews.nvidia.com\/news\/drive-hyperion-level-4\">announced<\/a> it would partner with Nvidia on its autonomous driving system. Almost <a href=\"https:\/\/www.unifor.org\/resources\/our-resources\/auto-assembly-sector-profile\">30 percent<\/a> of Canada\u2019s automotive assembly industry is unionized, a rate <a href=\"https:\/\/unionstats.com\/\">twice<\/a> as high as the U.S., where large segments of auto manufacturing have shifted to so-called \u201cright to work\u201d states like Alabama and Tennessee. Unifor, Canada\u2019s main union for autoworkers, has opposed Carney\u2019s move to open the door to imported Chinese EVs, <a href=\"https:\/\/www.unifor.org\/news\/all-news\/opening-door-chinese-ev-risks-future-canadas-auto-sector\">warning<\/a> it would cost Canadian jobs across the auto supply chain and stall domestic investment.&nbsp;<\/p>\n<p>A spokesperson for Unifor did not respond to questions about its position on Chinese auto factories in Canada.&nbsp;<\/p>\n<p>\u201cThe Chinese aren\u2019t going to want that,\u201d says Le. \u201cMeanwhile, Trump might say we can get you online in two years and we\u2019ll give you free land in Alabama and tax abatements for the next 10 years. Can Canada do that?\u201d<\/p>\n<p>Trump himself has signaled his openness to Chinese auto investment. \u201cIf they want to come in and build the plant and hire you and hire your friends and your neighbors, that\u2019s great. Let China come in,\u201d he <a href=\"https:\/\/rollcall.com\/factbase\/trump\/transcript\/donald-trump-speech-detroit-economic-club-january-13-2026\/\">told<\/a> the Detroit Economic Club in January. Cox Automotive, a market research firm, <a href=\"https:\/\/www.coxautoinc.com\/insights\/chinese-auto-brands-what-u-s-consumers-and-dealers-think\/\">found<\/a> in a February survey that 38 percent of Americans would be \u201cextremely\u201d or \u201cvery likely\u201d to consider a Chinese brand. That number soared to 69 percent among cost conscious Gen Z buyers.&nbsp;<\/p>\n<p>U.S. auto industry groups have lobbied hard against allowing in Chinese automakers, including in a <a href=\"https:\/\/x.com\/davidshepardson\/status\/2032555787415863495\">letter<\/a> to the administration last week. In February, some Democrats also <a href=\"https:\/\/www.reuters.com\/world\/us\/democrats-urge-trump-address-chinese-auto-concerns-north-america-trade-talks-2026-02-11\/\">called<\/a> on the administration to crack down on Chinese EVs in USMCA negotiations. But faced with the possibility of losing that investment to Mexico or Canada, the administration may find it hard to resist striking a deal first.<\/p>\n<p>\u201cReally the smart thing would be for the members of the USMCA to get together and discuss how to present a unified face to China,\u201d says Russo. \u201cChina has a long history of leveraging the strategy of divide and conquer.
