According to Bloomberg, several recently retired intelligence operatives have moved directly from covert field operations to leading emerging technology firms, hoping to capitalize on rising defense spending and demand for advanced security tools.

Among them is Brian Carbaugh, who spent years operating overseas under multiple aliases as a CIA officer before becoming chief executive of Andesite, a Virginia-based data analytics startup. Carbaugh now spends his time pitching investors and raising capital rather than conducting covert missions. His company focuses on using artificial intelligence to analyze vast quantities of intelligence data and help analysts identify threats more quickly.

The shift from intelligence work to startup leadership comes at a time when defense technology companies could see a massive expansion in funding. President Donald Trump has proposed increasing the US defense budget to around $1.5 trillion next year, representing roughly a 50 percent increase in spending. Analysts say the surge in funding could drive major investment in artificial intelligence and other emerging technologies critical to national security.

The ongoing war with Iran has further reinforced the demand for advanced technologies. The growing sophistication of Iran’s cyber capabilities and electronic warfare tools has highlighted the importance of rapidly deploying new defense technologies, strengthening the case for innovative startups capable of delivering faster solutions than traditional defense contractors.

Trump’s criticism of slow-moving bureaucratic processes within established defense firms has also opened the door for younger companies to compete for Pentagon funding. Former intelligence officers with firsthand operational experience may be particularly well positioned to take advantage of this shift. According to Bloomberg Intelligence, the global market for security-focused technology firms is projected to reach $338 billion by 2033.

Carbaugh is part of a small but growing group of ex-intelligence professionals entering the startup ecosystem. Aaron Brown, a former CIA counterterrorism officer, founded Lumbra, a company developing advanced artificial intelligence architecture. Ryan Joyce, a former CIA operations officer fluent in Arabic, launched GenLogs Corp., which uses technology to track freight movement and strengthen supply chain security. All three companies have emerged within the past year.

Former CIA leaders say intelligence officers possess skills that translate well into entrepreneurship. Juliane Gallina, who served until recently as deputy director of the CIA’s digital innovation directorate, said former officers bring deep operational expertise and a unique ability to tackle complex technology challenges. Gallina now works with Lavrock Ventures, a venture capital firm focused on national security technologies.

Many of the technologies these founders are building are directly inspired by frustrations they experienced during their intelligence careers. Carbaugh recalls operating in Afghanistan shortly after the September 11 attacks as part of the CIA’s early efforts to track down al-Qaeda and Taliban leaders. Intelligence information often arrived in fragmented pieces from different sources, making it difficult to quickly assemble a clear operational picture.

Andesite aims to solve that problem with artificial intelligence capable of rapidly analyzing large volumes of data and identifying critical signals within them. The system is designed to help analysts locate meaningful insights in massive datasets and deliver contextual information faster than traditional intelligence tools.

Brown experienced similar challenges while leading counterterrorism operations in the CIA’s Pakistan-Afghanistan department during the years-long hunt for al-Qaeda leader Osama bin Laden. He said intelligence teams regularly dealt with enormous volumes of information, knowing that key clues were hidden somewhere within the data but often difficult to identify in time.

Despite their operational expertise, former intelligence officers entering the startup world have had to overcome skepticism from investors. Carbaugh said some venture capitalists initially worried that former government officials might build products suited only for bureaucratic agencies rather than the faster-moving private sector. To counter those concerns, Andesite prioritized securing early contracts outside government markets.

At the same time, a broader ecosystem of former intelligence officials has emerged across the technology and investment sectors. Many now serve as advisers, board members or investors in national security technology firms, helping create networks that connect startups with government and private sector opportunities.

Andesite itself was co-founded with Grant Verstandig, chief executive of Red Cell Partners, a company that incubates technology ventures in healthcare and national security. Verstandig said the idea for the startup came after former intelligence colleagues approached them with technological challenges they believed could be solved not only for government agencies but also for the wider commercial cybersecurity market.

Major venture capital firms have already shown strong interest in the sector. General Catalyst, known for investing in companies such as Airbnb and Stripe, led Andesite’s early funding round with a $30 million investment. According to Bloomberg, investors say companies led by former intelligence professionals represent a new model of startup leadership that combines operational security experience with technological innovation.

Investors also point to another advantage: intelligence officers are trained to analyze complex situations, make rapid decisions and operate under intense pressure. Venture capital firms say these qualities are highly valuable in the early stages of building a company, when founders must navigate uncertainty, develop strategy and push through obstacles.

For many investors, the appeal lies not only in the founders’ technical expertise but also in their deep understanding of the security challenges their technologies aim to address. As venture capitalist Greg Sands of Costanoa Ventures noted, success in emerging technology sectors often requires leaders who can combine vision, determination and a profound understanding of the problems they are trying to solve.

… shadows and into the world of technology startups, launching companies that apply … intelligence officials has emerged across the technology and investment sectors.
