That success, however, has come with an increasingly complex operating environment onboard ships, one that deserves more honest scrutiny than it currently receives.

Over the years, the maritime industry has steadily added tasks, procedures and reporting requirements to life onboard. Each new regulation, inspection regime or digital system has been introduced with good intentions. Very few have been accompanied by a serious assessment of how much time they require, or who is realistically expected to complete them.

The result is a growing disconnect between expectations ashore and reality at sea.

Modern vessels routinely operate with Planned Maintenance Systems containing thousands of individual tasks. These sit alongside navigation watches, port operations, inspections, bunkering, cargo handling, safety drills and an ever-increasing volume of ship-shore communication. When all of this is viewed collectively, it becomes clear that workload has expanded far faster than manning assumptions have evolved.

This is not a theoretical problem. A basic comparison between the number of tasks required and the number of available working hours onboard quickly exposes the strain placed on crews. That strain is felt most acutely on vessels trading short sea routes, operating under tight schedules and frequent inspections, a reality familiar to many Greek-managed fleets.

At the same time, the industry has developed a strong compliance culture. While compliance is essential, it has increasingly become a proxy for competence. Training, procedures and audits are often designed to demonstrate conformity rather than to support crews in managing real operational challenges. When incidents occur, the default explanation is frequently human error, without sufficient examination of whether crews were properly resourced, trained and given the time needed to do their jobs safely.

Experience remains one of shipping’s greatest strengths, particularly within Greek shipping. However, experience alone can no longer carry the full burden of modern operations. Ships today are more technologically complex, crews are more multinational, and the administrative load onboard has increased dramatically. Expecting traditional seamanship to absorb all of this change without adapting training models and manning assumptions is unrealistic.

The ongoing discussions at the International Maritime Organization around safe manning are therefore timely. However, any meaningful outcome will require the industry to accept that one set of assumptions cannot apply equally across all ship types and trading patterns. A VLCC on a long ocean passage does not face the same workload pressures as a chemical tanker engaged in intensive short sea trading. Treating them as equivalent ignores operational reality.

Pradeep Chawla

Reaching consensus on manning scales will never be easy, particularly in a global industry with diverse commercial pressures. Nevertheless, avoiding the conversation carries its own risks. Crew overload is no longer just a welfare issue; it is an operational and reputational one. Fatigued, overstretched crews are more likely to make mistakes, and those mistakes have consequences for safety, compliance and commercial performance.

Perhaps most importantly, the industry must listen more carefully to what seafarers are already telling us. Across fleets and trades, the message is consistent. Crews feel overloaded, pressured and stretched thin. The seafarers are saying, “Enough is enough,” about the tasks expected of them versus manning levels and the time available. If Greek shipping wants to continue attracting and retaining skilled officers, this reality cannot be dismissed as background noise.

Small, incremental changes will not be enough. What is required is a serious, coordinated discussion involving regulators, flag states, ship managers and organisations representing seafarers. The focus must shift from producing ever more guidelines to developing practical solutions that reflect how ships actually operate.

The maritime industry frequently speaks about the importance of seafarer wellbeing. Turning those words into action begins with acknowledging the gap between what is asked of crews and what is realistically achievable onboard. Listening to seafarers, and aligning expectations, training and manning with operational reality, is no longer optional. It is essential.
Source: By Captain Pradeep Chawla, CEO, MarinePALS

… watches, port operations, inspections, bunkering, cargo handling, safety drills and an … safely.
